****************************************************************** THIS IS A SPECIAL NOTIFICATION FOR A SOLE SOURCE AWARD TO THE NATIONAL FEDERATION OF THE BLIND Any qualified vendors interested in submitting a proposal should do so prior to July 31, 2012 at 2pm. ****************************************************************** Statement of Work/Specification SECTION C DRAFT (SUBJECT TO CHANGE) C.1. BACKGROUND A. In the FY-2012 budget (HR 2055-346), Congress has mandated within the NLS-BPH budget: "That of the total amount appropriated, $650,000 shall be available to contract to provide newspapers to blind and physically handicapped residents at no cost to the individual." B. The work related to this contract represents a continuing effort with the National Federation of the Blind (NFB) which was contracted in FY-2008, FY-2009, FY-2010, and FY-2011 for this purpose. C.2. SCOPE A. The National Federation of the Blind shall provide newspapers to blind and physically handicapped residents at no cost to the individuals through NFB-NEWSLINE® as an electronic newspaper service. B. As mandated by Congress in HR 2055-346, this project supports the Library's mission to lead and work collaboratively with external communities to advance knowledge and creativity. C.3. CONTRACTOR REQUIREMENTS A. The contractor shall deliver at least 264 newspapers and seven magazines on the same day of publication over the telephone and via email. The contractor shall pursue an improvement in the delivery methods by developing feature enhancements in order to transition some subscribers to an Internet-based delivery system B. Priority of the tasks and time frames 1. Humanware Victor Reader Stream A companion software program for the PC will be developed in conjunction with a Web site where subscribers can select daily newspapers to be directly delivered to their computer each morning. The software will then automatically transfer the selected daily newspapers to the Humanware Victor Reader Stream. The user can then take this portable, pocket-sized device and read the selected material at their convenience. 2. Web enabling of NFB-NEWSLINE® content A secure Web site will be developed where subscribers can login to view their daily newspaper or magazine of choice. This Web site will be optimized for ease of use by persons using adaptive technology such asscreen readers and enlargement software programs. Additionally, this Web site will be designed to be efficiently used by persons of all levels of technical expertise. 3. Podcasting A Web site will be developed that will allow subscribers to select their NFB-NEWSLINE® content which will then be sent as an audio file to their computer each morning. These files will be transmitted to the user in a format that is compatible with standard MP3 players. 4. Streaming of NFB-NEWSLINE® over the Internet A Web site will be developed using the same interface that NFB-NEWSLINE® subscribers now use over the telephone to access their daily newspapers. The only difference will be that the subscribers will be pressing the keys on their computer keyboards instead of the numeric keys on their touch-tone telephones. The subscriber will still have the benefits of the on-demand presentation of NFB-NEWSLINE® and will not need to learn any additional commands to use the streaming option. In addition to the internet method, the contractor shall utilize a telecommunication method by providing newspaper service to all eligible users free of charge via a local or toll-free telephone phone number. Funds are required to pay for this local and toll-free access. C.4. DELIVERABLES A. In quarterly progress reports, the contractor shall indicate the accomplishments as required in this contract. NFB-NEWSLINE® is to be provided to all eligible users free of charge via a local or toll-free telephone phone number. Quarterly progress reports should be sent by email to Alice O'Reilly (abak@loc.gov). C.5. PERIOD OF PERFORMANCE & DELIVERY SCHEDULE A. The period of performance is from September 1, 2012 - August 31, 2013. B. Quarterly reports are due by the end of the month following end of quarter.
