- The Bureau of Land Management (BLM) intends to issue a request for Proposal (RFP) for Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts to construct, remove, replace, or repair livestock fence and associated gates, panels, and drainage crossings. Please Reference Sources Sought Notice L12PS00390 Posted in FedBizOpps on April 6, 2012. The Solicitation may result in the award of three (3) Indefinite Delivery/Indefinite Quantity (IDIQ) construction Services Contracts. This work will be performed throughout the state of New Mexico. Typical work includes, but is not limited to: constructing 4-strand barbed wire fences with top and intermediate wires barbed and bottom wire barbless. Total fence wire height would be 42 inches with line t-post spacing of up to 16 ft. 6 inches. Types of posts include steel and angle iron. Work may also involve removal and disposal of existing fence. Projects may be in remote areas with difficult access and limited services. Some fences may be built in sandy soils while other will be constructed in rock such as limestone. In rock formations which prevent steel posts or pipe from being driven, a rock drill will be required at these work sites to assure proper installation of steel posts and/or pipe. This work will require the Contractor to furnish all labor, equipment, and supplies, except for specified Government-Furnished Property. The applicable NAICS Code for this requirement is 238990, All Other Specialty Trade Contractors. The small business size standard is $14 million average annual revenue for the previous three (3) years. This is a 100% SMALL BUSINESS SET ASIDE. This work will be in accordance with individual Task Order requirements, specifications and drawings provided with each project or master specifications. These anticipated contracts will consist of a 12 month Base Period and four (4) 12 month option periods. Total contract period, to include options, shall not exceed five (5) calendar years. The maximum overall cumulative value (maximum non-guaranteed) amount is $1,000,000 million for each awarded contract for the life of each (5) five year contract. The guaranteed minimum for each contract awarded is $5,000.00 for the life of the (5) five year contract (Base Year plus four (4) 12 month option). This procurement consists of one solicitation that may award up to (3) three Indefinite Delivery/Indefinite Quantity (IDIQ) Task Order Contracts for fence construction services to the responsible and responsive Offeror whose proposals, conforming to the Request for Proposal (RFP), represent the best value to the Government. The basis of award shall be best value Lowest Price Technically Acceptable in accordance with FAR 15.101-2. Offerors are not guaranteed work in excess of the minimum guarantee specified herein. One (1) Sample Task Order Project will be included for evaluation purposes. Offeror must submit the Sample Task Order Project in order to be considered for award. The Sample Task Order Project will be used to evaluate the price proposals and a portion of the technical proposals. A Sample Task Order Project may or may not be awarded.
