- Description
- The VA Pittsburgh Healthcare System intends to issue a Request for Proposals (RFP) for Project Number 646-367, "Upgrade SPD and Loading Dock" at the VA Pittsburgh Healthcare System (VAPHS) located at University Drive. This "Best-Value" procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All SDVOSB offerors must be verified by the Center for Veterans Enterprise (CVE) to be eligible for award. Active and current registration on the Central Contractors Registration (CCR) website is required of all contractors. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov. Interested parties should also register as such on the FBO website. General Project Scope: Contractor shall upgrade the SPD area and Loading Dock at VA Pittsburgh Healthcare System, University Drive division. Additional space is required for several departments at VAPHS-UD to improve mission capability and accommodate relocation of Highland Drive Campus services to University Drive. Environmental Management Services (EMS) requires a dedicated office area, a larger work-in-process trash area, dedicated linen dock space and increased space to store uniforms and both dirty and clean linen. Logistics/Distribution requires a dedicated office area that includes Generic Inventory Processing (GIP) staff and three dedicated docks to receive and efficiently process deliveries. Nutrition & Food Services requires a secure dedicated dock separated in-as-much as possible from non-food delivery activity. Biomedical Engineering needs space to repair and store at least ten hospital beds. This project will result in approximately 20,000 square feet of new space gained from filling-in the ground level area under the Clinical, Education & Outpatient Addition (Clinical Addition). Also, minor building renovation is necessary for servicing the new space, e.g. air handler installation and upgrades to existing access-ways, will be performed in adjacent areas. In addition, force protection and security enhancements are provided to eliminate vehicle approach and entry underneath the Clinical Addition. New construction will include work areas and permanent offices for the Environmental Management Services (EMS) and Logistics/Distribution Departments, a new loading dock for Nutrition and Food Services (N&FS) and a new bed storage area for Biomedical Engineering. Minor renovation will include conversion of the present clean linen room to provide storage of uniforms and upgrading ceilings, flooring and wall surfaces in areas approaching the new construction. New construction will also provide for respectful movement of the deceased from the morgue elevator to ground transportation at the new dock. The magnitude of construction is between $5,000,000 and $10,000,000. The applicable NAICS is 236220 with a small business size standard of $33.5 million. It is anticipated that the Solicitation will be issued on or about August 7, 2012 on the FBO website at the following URL: http://www.fedbizopps.gov. Interested parties may examine and download said solicitation FREE OF CHARGE. Proposals will be due on or about September 6, 2012. Any amendments to this solicitation will be available at the same website. Offerors are advised that they are responsible for obtaining amendments from the website. Any questions must be submitted to the Administrative Contracting Officer by e-mail to Lynne.Dickerhoff@va.gov. Any and all emails must include the project number "646-367" and title "SPD and Loading Dock" on the subject line. Phone calls will not be accepted. A Pre-Proposal Conference date, time, and location will be identified in the solicitation at FAR 52.236-27. Although not mandatory, all Offerors are encouraged to attend the Pre-Proposal Conference.
