- Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Metabolism Branch, plans to procure on a sole source bases with Sigma-Aldrich, Inc., 3050 Spruce St., St. Louis, MO 63103 for the MISSION shRNA Library. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 325998 and the business size standard in 500. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be made on or before September 1, 2012. It has been determined that there is no opportunity to acquire green products or services under this procurement. The CCR laboratory studes the molecular mechanisms of B cell lymphomagenesis with the goal of identifying new molecular targets for therapy. A critical part of this effort is genomic screening to identify essential oncogenic pathways to be targeted by new and existing therapies. The CCR lab has been dedicated to the goals above for over two decades. NCI has previously employed smaller, directed shRNA libraries to identify cancer pathways, with some success. The MISSION shRNA will allow NCI to take a comprehensive view of entire cancer genomes, greatly increasing the speed and efficiency of NCI mission-critical work. The contractor shall provide two complete copes of the total genomic MISSION shRNA Library for identifying vulnerable pathways in lymphoma and other cancers. The key requirements for this library are as follows: - Complete genomic coverage, targeting all annotated human genes. - Glycerol stocks of each shRNA in 96-well plate format for ease of investigator re-array/manipulation into pathway-targeted sub-libraries. - High percentage (>30%) of confirmed effective (validated) shRNAs in the library to ensure efficacy. - shRNAs cloned into selectable lentiviral vectors (VSVG pseudotyped) for use in multiple cell/tumor types. - Use of the U6 promoter to reliably express the shRNA in its lentiviral vector - Mandatory delivery on or before 9/1/2012 The Sigma-Aldrich MISSION shRNA Library is the only product known to fulfill all of the above criteria. Sigma-Aldrich is the only company licensed to sell this product and is the exclusive provider of the MISSION shRNA Library. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 3, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
