- Request for Quoations, Clauses, Statement of Work NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Alaska Pacific Regional Office, hereby announces its intent to issue a purchase order for the purpose of securing services of a communications firm to create products for a health communication campaign based on NIOSH research to increase the usage of PFD's among fishermen in the Pacific Northwest. Particularly targeting Alaska salmon fishermen, Bering Sea Aleutian Island crab fishermen, and West Coast Dungeness crab fishermen. Commercial fishing is a high-risk industry with most fatalities resulting from vessels sinking or capsizing. However, 30% of fatalities in the US fishing industry result from falls overboard. During 2000-2009, 155 fishermen drowned after falling overboard. None of them were wearing a personal flotation device (PFD). Although the drowning risk is high, most fishing industry workers do not wear PFDs while on the deck of the vessel. There are currently no mandates by regulatory agencies for these workers to wear PFDs. However, wearing a PFD greatly increases the probability of survival. The NIOSH Commercial Fishing Safety Research Team conducted a project entitled, "Reducing Fatalities Due to Falls Overboard." The multifaceted project included both field work and the development of training materials including a peer reviewed article, "Worker satisfaction with personal flotation devices (PFDs) in the fishing industry: evaluations in actual use," by Lucas, Lincoln, Somervell, and Teske published in Applied Ergonomics in December 2011. The second product is a DVD, "Man Overboard Prevention and Recovery" (DHHS (NIOSH) Pub. Number: 2011-126d). The field study identified which type of commercially available PFD resulted in the highest satisfaction score among fishermen. About 200 fishermen evaluated PFDs during their fishing seasons for comfort and wearability during deck work. The DVD, developed in cooperation with Alaska Marine Safety Education Association (AMSEA) and Alaska Sea Grant, is designed to help prevent and respond to overboard events. It features interviews with fishermen about experiences with falling overboard and explains how to successfully recover a person in the water. It also highlights PFDs used in the NIOSH PFD study that were rated by fishermen. Together, these products provide information to allow fishermen to avoid hazards leading to falls overboard and to see protective gear that will aid in the survival of such an event. The vendor will be required to work closely with NIOSH staff that worked on the field study to develop a strategic communication campaign with targeted tactics and outputs for each group of fishermen. The vendor will primarily be responsible for the design of the products identified for the campaign. These may be printed products, broadcast media ads or Public Service Announcements, social media messages, or web content. Experience with communication campaign planning and execution is required. Prior work with public health campaigns is extremely helpful. Vendor will have experience employing social marketing methods to influence behavior among target audiences. Vendors will supply examples and when possible case studies of prior communication and marketing work for consideration. TASKS TO BE PERFORMED a. Work with NIOSH staff to develop an outline of a modest PFD campaign for each of the three groups of fishermen that include a schedule and specific products that would be produced for the respective campaigns. Vendor will conduct, when possible, audience research and segmentation to choose appropriate channels for each group of fishermen. Vendor will also discuss and advise on dissemination methods and channels including the use of social marketing methods, media placement, and media relations best suited for each specific audience. b. Create the artwork and prototypes of each product agreed upon during the development of each campaign. At a minimum, there will be a print ad, tradeshow display materials, point of sale display materials, and other health message promotion materials. The period of performance shall commence upon award of a purchase order and shall continue for 12 months from the award date. DELIVERABLES The vendor shall provide the following deliverables to the Project Officer by the dates reflected below. a) Outline of modest PFD campaign for Alaska salmon fishermen- due January 31, 2013 b) Outline of modest PFD campaign for Bering Sea Aleutian Island crab fishermen- due January 31, 2013 c) Outline of modest PFD campaign for West Coast Dungeness crab fishermen due January 31, 2013 d) Create the artwork and prototypes of each product for the respective campaigns. 1. Salmon due March31, 2013 2. BSAI crab due May 30, 2013 3.
