Description The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Applied Research Program to procure on a sole source basis with the American College of Surgeons, 633 N. St. Clair, Chicago, IL 60611 for technical services for the Multidisciplinary Treatment Planning (MTP) survey analysis. The services herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 541690 and the business size standard in $14.0M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve months with one twelve month option period. It has been determined that there is no opportunity to acquire green products or services under this procurement. The Commission on Cancer, a multidisciplinary cancer program within the American College of Surgeons, is a consortium of professional organizations dedicated to improving the survival and quality of life for cancer patients through standard setting, prevention, research, education, and the monitoring of comprehensive quality care. As a professional and accrediting cancer program, the Commission establishes standards to ensure quality, multidisciplinary, and comprehensive cancer care delivery in health care settings; conducts surveys in health care settings to assess compliance with those standards; collects standardized data from ACS-accredited health care settings to measure cancer care quality; uses data to monitor treatment patterns and outcomes and enhance cancer control and clinical surveillance activities, and develops effective educational interventions to improve cancer prevention, early detection, cancer care delivery, and outcomes in health care settings. Multidisciplinary Treatment Planning (MTP) is a priority for CoC-accredited hospitals to assure quality cancer care. This type of planning includes the prospective and/or concurrent review of patient care, with the involvement of multidisciplinary physician specialists and the review and development of a treatment plan based on evidence-based guidelines. The National Cancer Institute (NCI) and the American College of Surgeons Commission on Cancer (CoC) collaborated on the development of a survey instrument to improve understanding of multidisciplinary treatment planning teams. The MTP survey of CoC -accredited hospitals across the United States will be conducted by the Commission on Cancer from July through September, 2012. The NCI seeks support for the enhancement of the CoC Multidisciplinary Treatment Planning (MTP) Survey data set and the conduct of secondary data analyses on the MTP survey data collected by the CoC. The goal of the analysis of this first national survey of Multidisciplinary Treatment Planning (MTP) within CoC accredited cancer programs is primarily descriptive, and to establish a baseline on the use and definition of MTP within US cancer programs. The American College of Surgeons (ACS) and their staff are uniquely qualified to perform the work required for this procurement. The ACS has the only known multidisciplinary accreditation program for cancer programs in the United States (www.facs.org/cancer) and they hold the ownership of the data collected through their surveys, which include the Multidisciplinary Treatment Planning Survey. Furthermore, the survey data and the supplemental SAR data are the property of the CoC. Nobody else has these secondary data to support the goal of the analyses: to establish a baseline on the use and definition of Multidisciplinary Treatment Planning within US Commission on Cancer-accredited cancer programs. Business associate agreements with the accredited hospitals are in place at the Commission on Cancer (CoC). These agreements limit CoC's ability to share member hospital data with outside organizations. The CoC cannot provide identifiable or individual hospital-level data for any hospital without written permission from that hospital. That is, CoC cannot release the identities of the hospitals that participate in the survey, in the analysis or share any identifying information on these hospitals except in aggregate form. The ACS has a longstanding relationship with their accredited programs and is the only institution that has the infrastructure and capabilities to conduct large surveys of their member hospitals and perform analyses on the data they collect. To our knowledge, no other organization exists to collect and analyze surveys of CoC-accredited hospitals (approximately 1500 cancer programs) about their structure and process of implementing multidisciplinary treatment planning, one of the standards for accreditation. As such, the ACS has initiated the implementation of the survey with its member hospitals to obtain important data that will inform the Commission's work on developing professional standards of care on multidisciplinary care. The survey data are not available to other public or private organizations to perform the work outlined therein. Their unique national accreditation role with cancer programs around the country enables them to identify and convene experts committed to quality of cancer care. No other institution has the data and relationships needed for this contract. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 3, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
