Description
The U.S. Army Contracting Command-Aberdeen Proving Ground Natick Contracting Division has a requirement for a Pharmacophysiological Research Scientist. The Government intends to negotiate on a sole source basis with Dr. Jianzhong Liu, operating as a Small Business located in San Diego CA, under the authority of FAR 13.106-1(b)(1) Soliciting from a single source, only one source reasonable available. Naval Medical Center San Diego (NMCSD) Spatial Orientation Center (SOC) and Clinical Investigation Department (CID) require the services of a Pharmacophysiological Research Scientist to provide technical support for investigations into the pharmacologic prevention and treatment of injuries to the brain and inner ear by noise or chemical insults. This individual will serve as project leader investigating inner ear therapies as well as regeneration of inner ear tissues to recover hearing and balance in small animal models. Dr. Liu has unique experience as a Pharmacophysiological Research Scientist for the SOC and is familiar with current research protocols, regulations, databases and processes currently in place. The time required to train any other contractor to certify that a replacement could carry out the same level of performance as the proposed contractor is unavailable due to stringent study timelines. A change in contractors would result in serious delays in research efforts. These delays would prevent the timely completion of animal trials which in consequence would delay the start of proposed human trials research and will ultimately detain the development of agents that may restore hearing function in patients with different types of hearing loss. The North American Industry Classification System (NAICS) code is 541690. The Standard Industrial Classification (SIC) Code is 8999 and the Small Business Size Standard is $14.0M. This is a Small Business Set-Aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
