- The 10 CONS/LGCB, Operational Contracting Office, U.S. Air Force Academy (USAFA) has received a Sole Source Justification for the purchase of web-based educational programs AlcoholEdu and Haven Program. The contract will consist of a base period with four option years. These programs offer pertinent individualized education on alcohol and sexual assault prevention from EverFi, Inc., 199 Wells Ave., 2nd FL, Newton, MA 02459. This procurement is for the acquisition of sole source commercial items using simplified procedures in accordance with FAR Parts 12 and 13. The North American Industrial Classification System (NAICS) number is 611710 and the business size standard is $7,000,000.00. Only one responsible source and no other item will satisfy the USAFA requirement. a. AlcoholEdu and Haven developed by EverFi, Inc. is the company that offers the most extensive and researched based CBT alcohol and sexual assault prevention education. This CBT is the only program designed for all incoming first-year students - including non-drinkers, light/moderate drinkers, and high-risk drinkers. Other programs are designed for high-risk drinkers only and do not address non-drinkers or light/moderate drinkers. This is particularly important with the cadet population given the high number of cadets abstaining. This CBT also offers highly individualized multi-dimensional pathways delivering targeted messages to even more types of students (such as committed non-drinkers, situational non-drinkers, and problematic drinkers). AlcoholEdu and Haven are designed to mirror the personalized feedback from a one-on-one counseling session while providing a scalable solution to reach all cadets. In researching other companies, Alcohol101+ was identified, but it does not allow for customization of the product and does not provide data and research feedback to the institution. Concurrently, eCHECKUP is another online CBT alcohol education program but does not provide sexual assault prevention or bystander intervention education. This CBT is designed for only high risk drinkers and would not be appropriate for the cadet population. While these programs seem to offer similar services, none compare to the wide-ranged services, personalized experience for each cadet, or research and efficacy that is established through EverFi, Inc. products. b. The Alcohol and Haven CBT includes embedded pre-, post-, and follow-up surveys and assessments to provide the USAF Academy with a complete data set to use as a baseline for developing additional prevention programs and strategies to address high-risk drinking. AlcoholEdu is the only CBT that provides evaluative outcomes data (matched-participant analysis over three surveys), allowing USAF Academy to measure knowledge gains, behavior change, and course efficacy. These data are delivered via an interactive, online reporting system, provided in partnership with CampusLabs. The easy-to-use CampusLabs interface will allow USAF Academy to review our AlcoholEdu data via the Web and compare it to other institutions. USAF Academy will also have the option to filter their data based on key demographics (age, gender, etc.), run interactive cross-tabular reports with any two survey questions, and compare our data to a self-selected set of peer/aspiration institutions. c. AlcoholEdu is the only program that has been proven to significantly reduce alcohol-related negative consequences when administered at a population level. c.1. The results from a NIH and NIAAA funded study have just been published and the results were very positive. AlcoholEdu is now the only alcohol prevention strategy to have federally funded published efficacy to show reductions in negative consequences - drunk driving, sexual assaults, binge drinking, etc. See: Paschall, M. Journal of Studies on Alcohol and Drugs. 642 c.2. A study from Princeton University showed that students who didn't take AlcoholEdu were 5x more likely to have alcohol poisoning (compared to students who completed it) and those who started AlcoholEdu but did not finish were 2.5x more likely to have alcohol poisoning (compared to those who completed it). Additionally, in the fall of 2007, an independent researcher conducted a randomized control trial at Villanova University to evaluate the 2007 version of AlcoholEdu; controlling for potentially confounding variables, students who completed AlcoholEdu reported significantly: - Lower level of total alcohol use - Decreased incidence of heavy episodic drinking - Fewer negative drinking consequences See: Lovecchio, C. P., Wyatt, T. M., and DeJong, W. (2010). Reductions in drinking and alcohol-related harms reported by first-year college students taking an online alcohol education course: A randomized trial. Journal of Health Communication, 15, 805-819. d. Consequences if any other company/product is chosen to provide the supplies/service or any other brand name product is chosen to meet the Government's need. There has been a 12% increase in alcohol related incidents from the previous Academic Year (AY) not to mention reported sexual assaults involving alcohol by at least one person. From in-depth research there is no other company that can offer the services provided by EverFi, Inc. in the manner that best suits USAF Academy population and demographics. AlcoholEdu allows USAF Academy to modify the overall look and feel of the course, creating a more relevant experience that represents USAF Academy's unique culture. This program is designed specifically for "primary prevention." There are literally thousands of personalized pathways making the course relevant to each participant including abstainers. These pathways are determined based on gender, drinking habits, attitudes and beliefs and the participant's readiness to change their behavior. AlcoholEdu provides individualized feedback to participants as well as institution outcomes data to gain a clear needs assessment of the population and the evaluative data to prove participants are changing their behavior. It enhances cadet engagement by populating a list of cadets who are interested in planning and attending alcohol-free events. It is crucial that the needs of the changing cadet population are met using relevant pop culture but also address sexual assault prevention through critical bystander intervention. The cadet culture is optimal for implementation of AlcoholEdu and Haven and is at risk of continuing alcohol misconduct and sexual assault trends without the unique and individualized education and prevention plan offered through EverFi, Inc. AlcoholEdu and Haven Program offer the following salient characteristics: - Attitudinal, knowledge, and behavior change surveys with content provided through story narrative, videos, animation, blog posts, and interactive components. The computer based training (CBT) content includes information on the alcohol content of standard drinks, blood alcohol concentration, effects of alcohol on the brain and body, prevalence of alcohol use among college students, alcohol laws, alcohol poisoning and DWI. It also includes a number of appropriate intervention strategies including normative feedback, personalized feedback, reflective reconsideration, and brief motivational intervention. There are currently 7,800 varied pathways to capture the most appropriate student experience for each individual cadet. - An extensive web-based data reporting system. USAF Academy will be able to examine the cadets' survey responses focusing on their attitudes and behaviors regarding alcohol use. The CBT provides repeated measures analysis (matched-participant) across all three surveys gaining a clear needs assessment as well as evaluative data measuring the impact on changing student's attitudes and behaviors. - An independent peer-reviewed researched CBT on alcohol and sexual assault education and prevention that provides individualized brief motivational intervention and feedback to participants. It will also provide overall data to USAF Academy on cadets' reported drinking trends, efficacy of program, social norms and comparative data across aggregate universities. - Provide unlimited access to the AlcoholEdu (all cadets), AlcoholEdu for Sanctions (secondary prevention), AlcoholEdu for Parents (parent resource), Alcohol Innerview (tertiary intervention) and Haven (sexual assault module within AlcoholEdu) programs. - Provide confidentiality to individual participant's answers and education. - Provide three-part CBT education and prevention to include assessment, education and 30 day follow-up assessment. - Provide unlimited 24/7, toll-free, technical support throughout term of contract. - Provide CBT customization including; USAF Academy branding, introductory USAF Academy created video, USAF Academy resources and policies, administrator messages, and custom survey questions. - Provide individualized feedback to participants regarding their assessment and continued educational needs. This shall include follow-up emails to participants based on their confidential assessment and needs. - Provide USAF Academy access to individual participant's progress in completing CBT training. - Provide USAF Academy outcomes data based on participants to gain a clear Needs Assessment of the cadet population and the evaluative data to prove participants are changing their behavior. - Provide USAF Academy data analysis support including identifying new trends, benchmarking against national aggregate results, customized peer group results, consultative review of campus-specific data, and unlimited access to a team of internal national leading experts. - Provide USAF Academy a list of cadets interested in participating and facilitating non-alcohol cadet events and activities. - Provide USAF Academy access to all participants' collective data over the course of the 4-year contract. - Maintain a complete web-based database of all participants' assessment and education for purposes of efficacy assessment and longitudinal study of CBT prevention program for the duration of the contract.
