- Sources Sought for Development of Admin Record - SHEP This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a request for proposal. The request does not obligate the Government to a contract award. The U.S. Army Corps of Engineers, Savannah District is issuing this sources sought announcement for the Development of an Administrative Record for the Savannah Harbor Expansion Project (SHEP) to determine interest, availability, and capability of business to perform the work as described below. This announcement is part of our market research, and responses are sought to identify sources that have the knowledge, skills, and capability to perform the work. Interested contractors, including those under NAICS Code 541990 - All other Professional, Scientific or Technical Services, are hereby invited to submit a response to demonstrate their technical, managerial, and business capability to provide the requested services. It is anticipated that the Government will issue a firm-fixed price contract to a single contractor with a values between $150-$250K. The tentative completion date for the work is January 2013. All interested firms with 541990 as an approved NAICS should submit the following information no later than July 30, 2012: Name, address and DUNS number of your firm. Point of contact (name/phone/email) Current CCR Business size, to include designation as Small Business, HUBZONE, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business Woman Owned, or Large Business Concern. If 8(a), your firm must have an office in Region IV (GA, AL, NC, TN, MS, FL, KY, SC). The Government must be able to verify SBA certification of HUBZONE, 8(a), or SDB through CCR. At least three (3) projects successfully completed within the last five years, to include POC and telephone number for reference. POC for contractual questions: Julie Oliver 912/652-5899 or julie.m.oliver@usace.army.mil PCO for technical questions: Jason O'kane at 912/652-5296 jason.d.okane@usace.army.mil or Laurie Sattler at 912/652-6113 laurie.sattler@usace.army.mil GENERAL REQUIREMENTS The work to be performed as described in this Statement of Work is in support of the U.S. Army Corps of Engineers (USACE), Savannah District, to compile and develop the Administrative Record for the Savannah Harbor Expansion Project (SHEP). The scope of work involves compiling, digitizing and or optical scanning using optical character recognition (if necessary) and indexing an Administrative Record File consisting of documentation generated during the study of the SHEP, including records or documents associated with the National Environmental Policy Act (NEPA) compliance efforts from as early at 1996 to present. Space for contractor personnel and all required, stand alone contractor furnished equipment will be provided, if required, in the Lowe Federal Building Complex at 100 West Oglethorpe Street, Savannah, Georgia. The completion date for the work to be performed will be determined. SPECIFIC REQUIREMENTS 1.0 Scope of Work. The contractor shall complete the following specific requirements under this Statement of Work for preparing and maintaining the electronic SHEP Administrative Record file: 1.2 Kick-off Meeting. The contractor shall conduct a kick-off meeting and training sessions with the Savannah District Project Delivery Team (PDT), to discuss the work to be accomplished under this Task Order and to provide initial training to the PDT members on the techniques to be employed to retrieve electronic data files for the electronic library to contain the Administrative Record. During the meeting the process, decision makers, objectives and deliverables under this Task Order will be discussed. The purpose of the meeting will be for the contractor to become familiar with expectations and the requirements for the data gathering. At a minimum, the following will be discussed: Savannah District Office Points of Contact Information/data availability How to obtain information/data from PDT members, located both in Savannah and at other locations File structure for electronic library Various Savannah District policy issues pertaining to this Task Order Other topics as needed As part of the Kick off meeting, the contractor shall present a brief project work plan, including technical approach, milestones, coordination, and review. The work plan shall address project organization, personnel, management; technical approach; coordination procedures and activity schedule; and describe the quality assurance and quality control procedures, and activities that will contribute to the successful execution of this Task Order. 1.3 Initial Files Retrieval. Within two weeks following the kick-off meeting, contractor representatives shall travel to the Savannah District Office to meet with pertinent members of the SHEP PDT. The purpose of this visit shall be for the contractor to provide training and to assist in the retrieval of relevant electronic files from each PDT member's computer in order to create a document database using a document retrieval management system acceptable to the Government. The electronic files shall be from each PDT member's e-mail and SHEP Project files. The contractor shall also suggest a system and provide training to PDT members to accomplish the quarterly update of the Administrative Record File. All contractor personnel who shall assist in the retrieval of electronic files shall have successfully undergone a National Agency Check. 1.4 Development of Electronic Library. The Administrative Record File shall contain all pertinent records including correspondence, emails, maps, reports, presentations, etc., related to the SHEP. All documents are to be archived in an Adobe Acrobat format compatible with Adobe Acrobat 9.0 Professional or more recent version (hereinafter referred to as "PDF" records). The text of the original record shall be made searchable. Emails will be a substantial part of this effort. Pertinent emails shall be converted to PDF format and included in the Administrative Record File. Duplicates of records shall be eliminated. The PDF file of the records shall be titled according to the following filename format so that it will self-organize chronologically: yyyymmdd_document name or description. For example, the scoping report might be "20081120_Draft SHEP Scoping Report". 1.4.a. Load File. The contractor shall develop a load file for the purpose of exporting the Administrative Record File into Concordance. Subsequently, the contractor shall develop an intermediate file (e.g. comma delimited or metafile, etc.) readable by Concordance that contains the Administrative Record File data. 1.5 Scanning Standards. It is expected that the number of documents required to be scanned will be minimal. However, for those documents that may be scanned, the following standards shall apply. Material furnished by Savannah District for scanning shall be scanned at 300 dots per inch (DPI), indexed, and converted to an image PDF file with searchable text. Files printed from scanned documents shall be as legible as the originals including mainaining oversize and color resolution. However, care shall be taken to optimize the scanning settings to ensure to avoid excessive PDF file size. Image Orientation: All pages will be at the correct orientation, i.e. text will be readable without rotating the pages. De-skewing. If necessary, pages will be de-skewed to ensure correct page orientation; for those pages skewed due to scanning problems. The documents provided to the contractor for scanning into the Administrative Record File shall be returned to the Savannah District in their original form and condition. The contractor shall ensure all documents are returned to the Savannah District within a timely manner but no later than the contract completion date. 1.6 Administrative Record File Updates and Maintenance. The contractor shall participate and assist in the update and maintenance of the Administrative Record File for the duration of the project, which is currently scheduled for completion in September 30, 2013. This work shall include quarterly travel to the Savannah District Office to assist in the retrieval of pertinent electronic files from the project PDT members. The contractor shall then convert these electronic documents to PDF, duplicates removed, indexed, and loaded into the Record file. The additional electronic files loaded into the Administrative Record updates shall be exported via the previously described load file into the intermediate file readable by Concordance. For any documents that may require scanning, this work shall be conducted as described in 2.0 Scanning Standards, above. Two sets of DVDs containing all scanned documents shall be delivered to the Project Manager as previously described. 1.7 Savannah District Access. Savannah District personnel shall be allowed access to all places where the work is performed by the contractor at all reasonable times as requested by the Project Manager. This access shall be allowed for all Government purposes, including but not limited to quality assurance, coordination and reviews. This access shall extend to all locations and personnel, including subcontractors, involved in performing the work and to all project records obtained or developed in the course of the work. This is in addition to and not a limitation upon any Government rights or authorities granted elsewhere in the contract or otherwise by law or regulation. 1.8 Delivery and Media Format. At the end of the contract period, all electronic files comprising the Administrative Record File developed under this Task Order shall be delivered to the Government on electronic digital media. This submittal shall be provided on external hard drives approved by the Savannah District and furnished by the contractor. No flash drives shall be used. The external label for each external hard drive shall contain, at a minimum, the following information: -The format and version of operating system software. -The sequence number of the digital media. -A written description of the drive's contents If the contractor chooses to ship the external hard drives containing the Administrative Record files, the contractor shall utilize ground tracking or other shipping/tracking system to ensure that documents are well tracked during shipping and are not lost. The contractor shall be responsible for shipped documents from the time they leave the contractor's office until they are signed for by the Savannah District Project Manager. 1.9 Public Disclosures. The contractor and subcontractors shall make no public announcements or disclosures relative to information developed for this contract or to government-owned information made available to the contractor. All requests for information shall be directed to the Savannah District Office Project Manager. Information or other related data shall not be released, by either the contractor or any sub-contractor(s), to other government agencies, private groups, private individuals or private agencies without prior written approval from the Savannah District Office.
