Description
Due to delays in the acquisition process, the 409th Contracting Support Brigade intends to issue a 6-month sole-source bridge contract in accordance with FAR 6.302-1(a)(2)(iii)(B) to Triple Canopy 12018 Sunrise Valley Drive, Suite 140, Reston, VA 20191 for Non-personal guard services, to include equipment and personnel, at Site 512 in Israel. The Period of Performance for this action is 30 September 2012 thru 29 March 2013. In accordance with FAR 52.232-18, Availability of Funds (APR 1984), funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The NAICS code of this procurement is 561612. Due to acquisition delays, the Government will not have sufficient time to solicit, evaluate and award a follow on contract prior to the expiration of the current one. A Justification and Approval with additional information regarding the bridge effort will be posted at a later date. For the follow-on requirement, the Government intends to have an approved Solicitation posted by the end of September 2012. The solicitation is anticipated to be posted for at least 30 days, which will be posted to Army Single Face to Industry (AFSI). Based on the above, it is anticipated the Government will have a contract in place by the end of December 2012 with full performance commencing around the end of February 2013. All interested parties must meet Security System Level A requirements and have a Secret Facilities Clearance. Additionally, a DRAFT Performance Work Statement is being posted to help potential Offerors understand the requirements. This Notice of Intent to Sole Source is not a request for competitive proposals.
