ARM Extension Notice of Intent to Award - Sole-Source ARM Extension Redacted J&A Acquisition Description: NOTICE OF INTENT TO AWARD SOLE SOURCE - This is a sole source procurement synopsis that is published for informational purposes only. Contracting Office: Headquarters Air Force Materiel Command (AFMC), Enterprise Information Systems @ Wright Patterson (ESC/HIK), Acquisition Support Division (ESC/HIBK), 4225 Logistics Avenue, Room 212A, Wright-Patterson AFB, OH 45433-5769 Notice: Active Risk Manager (ARM) is a Commercial Off The Shelf (COTS) web-based risk management information tool currently residing on the Air Force Material Command network. The ARM tool is used by the Air Force (AF) acquisition organizations to facilitate risk management and conduct risk analysis for risk reporting and management purposes. The North American Industry Classification System (NAICS) Code is 541519 and the Federal Supply Class/Service (FSC/SVC) Code is D307. The small business size standard is $23 Million. Period of Performance: Extension of Services, 22 Sep 2012 through 21 March 2013. Intention: Award a Firm-Fixed Price type contract modification under the Extension of Services, with a Time and Material CLIN to Active Risk Manager, Inc. of Herndon, Virginia a small business, for ongoing sustainment of the ARM tool for all using locations while the government develops requirements in efforts to conduct market research in pursuit of a risk management tool competitive strategy.. This proposed contract modification is for the procurement of support services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(iii) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This contract extension modification is required to provide continued support of the ARM tool by providing maintenance support of existing licenses, data migration, tool configuration, ARM implementation assistance, Help Desk, meeting support and travel. This effort will ensure uninterrupted sustainment support from the current contractor, Active Risk Inc., who is the sole-owner and distributor of the ARM tool and has proprietary rights to the application. As such, it is not possible to obtain support for this highly specialized, proprietary solution from other contractors. An award to any other source would result in substantial duplication of cost to the Government and unacceptable delays while the Government is developing firm requirements for an enterprise risk management tool in efforts to conduct market research in pursuit of a competitive strategy. This action is being accomplished non-competitively based on 10 USC 2304(c) (1), as implemented by FAR 6.302-1, because the supplies or services required by the agency are available from only one responsible source. The extension modification will provide uninterrupted sustainment support from the current contractor, Active Risk Inc., who is the sole-owner and distributor of the ARM Tool and has proprietary rights. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
