Description
The VISN 6 NCO will issue on or about August 8, 2012, Solicitation/Request for Proposal VA246-12-R-1541, RENOVATE VACANT SPACE FOR RURAL HEALTH PROGRAM (DESIGN/BUILD). Work shall be performed at the VA Medical Center, Salem, Virginia. The Contractor shall furnish all labor, materials, tools, equipment, transportation, design-build services, and qualified supervision necessary for design and construction of a project to renovate Building 17 for relocation of the Rural Health administrative function to the 1st Floor and prepare 2nd floor for use. The intent of this project is to provide the Rural Health Service function with modern, accessible, environmentally-controlled, and safe office space. Work will initiate with abatement of certain hazardous materials including asbestos-containing materials (ACM) and lead-based paint. Work will also include reconfiguration of the electrical system currently located in the basement of Building 17 to eliminate current safety hazards and provide better functionality. Electrical work will include replacement of the electrical system throughout the building. Also included in the renovation will be upgrade of the HVAC system to include a modern Air Conditioning system to work in conjunction with the recently-installed boiler heating system. Work will also include any required reconfiguration of the existing sprinkler and fire alarm system. Finally, restrooms and one kitchen area on the first floor will be renovated to provide modern facilities, and some renovation work will take place to provide a Conference Room. Second floor work will be similar to first floor work. Architectural work will include full renovation of the building for office space as well as complete window replacement, interior door replacement, and exterior door rehab. Exterior work will include roof work, sidewalk work, and installation of ADA-compliant features such as an accessible ramp and parking area. The work will be conducted with the building unoccupied, but the work must provide for appropriate environmental controls to insure that the building and any other structures dependent on utilities emanating from this building are adequately heated and cooled during the construction process. All hazmat abatement shall be conducted in accordance with all regulatory requirements, include VAMC-specific requirements. Also included is work to satisfy V.A. infection and dust control requirements, interim life safety measures, site restoration, and all related activities to maintain a safe work site during construction. The construction work shall include daily clean-up of the affected work areas. Upon receipt of award of the contract, the contractor shall diligently prosecute the work in accordance with plans, specifications, manufacturer's procedures, and COR guidance. The work shall be completed in accordance with the approved schedule. All work, including final cleanup and completion of any punch list items, shall be performed within three hundred thirty (330) calendar days of receipt of the Notice to Proceed. NAICS Code 23660, Commercial and Industrial Building Construction with a small business size standard of $33.5 million applies. This procurement is 100% set-aside for qualified and verified service-disabled, veteran-owned small business (SDVOSB). The cost range for this procurement is between $2,000,000 and $5,000,000. A pre-proposal conference will be held and the exact date, time and location will be contained in the solicitation. NOTE: In accordance with VA Acquisition Regulation (VAAR) Clause 852.219-10 'VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside', paragraph (c) Agreement. 'A service-disabled veteran owned small business concern agrees that in the performance of the contract, in the case of a contract for: (3) General Construction, at least 15 percent of the cost of contract performance incurred for personnel will be spent on the concern's employees or the employees of other eligible service-disabled veteran-owned small business.' The contractor will be required to submit both a cost proposal and a technical proposal in response to the solicitation. The Government intends to award without discussion.
