Description
I.GENERAL INFORMATION: The Government appreciates the time and effort taken to respond to this survey. The Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as "confidential" under this statute. [To avoid possible confusion with the meaning of the term "confidential" in the context of "Classified Information," we will use the term "PROPRIETARY."] Pursuant to this statute, the Government is willing to accept any PROPRIETARY (e.g., trade secret) restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data with the restrictive legend (all caps) "PROPRIETARY" with an explanatory text, so that the Government is clearly notified of what data needs to be appropriately protected. 2.In marking such data, please take care to mark only those portions of the data or materials that are truly proprietary (over breadth in marking inappropriate data as "PROPRIETARY" may diminish or eliminate the usefulness of your response - see item 6 below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3.The Government is not obligated to protect unmarked data. Additionally, marked data that is already in the public domain or in the possession of the Government or third parties, or is afterward placed into the public domain by the owner or another party through no fault of the Government will not be protected once in the public domain. Data already in the possession of the Government will be protected in accordance with the Government's rights in the data. 4.Proprietary data transmitted electronically, whether by physical media or not, whether by the respondent or by the government, shall contain "PROPRIETARY" legend, with any explanatory text on both the cover of the transmittal e-mail and at the beginning of the file itself. Where appropriate for only portions of an electronic file, use the restrictive legends "PROPRIETARY PORTION BEGINS:" and "PROPRIETARY PORTION ENDS" 5.In any reproductions of technical data or any portions thereof subject to asserted restrictions, the government shall also reproduce the asserted restriction legend and any explanatory text. 6.The Government sometimes uses support contractors in evaluating responses. Consequently, responses that contain proprietary information may receive only limited or no consideration since the Respondent's marking of data as "PROPRIETARY" will preclude disclosure of same outside the Government and therefore will preclude disclosure to these support contractors assisting the evaluation effort. The Government will use its best efforts to evaluate those responses that contain proprietary information without using support contractors consistent with the resources available. II.Synopsis: The United States Army is issuing a Sources Sought as part of a market survey on vendor capabilities to produce a Family of Inflatable Boats and Outboard Motors (FoBaM). No formal Request for Proposals (RFP), solicitation, and/or additional information regarding this request will be issued. This is not a commitment to fund any effort submitted in response to this request. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. In response to field input and an aging fleet of Inflatable Boats and Outboard Motors, the US Army is developing a requirement for boats and motors that will provide increased safety, sustainability, operational readiness, and durability over the current boats and motors. The FoBAM will replace the following Line Item Numbers (LIN); B83856 Boat 15 person, B84293 Boat 7 person and P34402 Outboard motor 35 BHP. III.Performance Parameters: KPPs for 7-man and 15-man Inflatable Boats 1.KPP 1 - Survivability (All)- a.Hull Tubes. (Threshold) Hull Tubes shall be constructed of multiple chamber design so if any one of the hull chambers are deflated, the boat shall be capable of maintaining level floatation at a Sea State 0 at maximum payload. (Objective) More than one chamber deflated at Sea State 3. b.Relief Valves. (Threshold) A system of recessed, replaceable relief valves shall be installed to protect each chamber of the hull tubes from inadvertent overpressure. (Objective) All valves recessed. c.Visibility. (Threshold) All material components will be constructed of non-reflective black material. 2.KPP 2 - Force Protection (All) a.Self Bailing. (Threshold) Shall have the ability to self bail. (Objective) Multiple self bail points. 3.KPP 3 - Durability (All) a.Material. (Threshold) Shall be constructed of material resistant to the effects of puncture and not unduly affected by sea water, oil, fungal attack or exposure to sunlight such as may be encountered and applied during its life cycle, either occasionally, intermittently, or over extended periods to an extent and quality no less than the boats currently in use. b.Service Life. (Threshold) The service life shall be a minimum of five years and storage life of ten years. (Objective) Ten years/Fifteen years. 4.KPP 4 - Design a. (Threshold)At full capacity, the 7- and 15-man boat shall be maneuverable, and maintain stability at 16 knots at Sea State 1, maintain rigidity in Sea State 3 and be survivable in Sea State 5. (Objective) Maintain rigidity in Sea State 4 and be survivable in Sea State 6. b.7-Man and 15-Man Deck. (Threshold) Shall be collapsible when in storage and rigid when in operation and constructed of a nonskid, puncture and rot resistant material. c.7-Man Transom. (Threshold) Shall be adaptable (long or short shaft) and capable of supporting 330 pounds in single or dual engine configuration with a hardened corrosion resistant faceplate and lip with safety retainers. d. 15-Man Transom. (Threshold) Shall be capable of supporting 420 pounds in single or dual engine configuration with a hardened corrosion resistant faceplate and lip with safety retainers. e.7-Man Weight/Payload. (Threshold) Shall not exceed 320 pound empty weight with decking and be capable of carrying 7 Soldiers and equipment up to 2700 pounds total. (Objective) Less than 320 pounds/ more than 2700 pounds. f. 15-Man Weight/Payload. (Threshold) Shall not exceed 450 pound empty weight with decking and be capable of carrying 15 Soldiers and equipment up to 4000 pounds total. (Objective) Less than 450 pounds / more than 4000 pounds. g. Carry-On Requirement (7-Man Boat Only). (Threshold) 7 man boat materials shall be verified and certified IAW OPNAVINST 5100.19 and the requirements outlined in Nuclear Powered Submarine Atmosphere Control Manual S9510-AB-ATM-010(U) Chapter 7. A storage bag shall be provided and when rolled for storage, the dimensions shall not exceed 66 inches long and be less than 30 inches in diameter. Floorboards may be stored in a separate storage bag and the dimensions shall not exceed 66 inches long and less than 30 inches in diameter. Automatic inflation within 5 minutes. 5.KPP 5- Multifunctional Lifting Points a.7-Man and 15-Man Interior. (Threshold) 7- and 15-man boats shall have lift points (1 inch inner diameter minimum) capable of supporting the weight of the boat with motor(s) and 1000 pounds of gear on a level plane with no damage and minimal flex. b.7-Man Exterior. (Threshold) 7-man boat exterior shall have a minimum eight carry handles (4 on each side) capable of being gripped with a gloved hand located on the outboard sides of the hull tubes for Soldier portability. (Objective) More than eight with two on bow and two on transom. c.15-Man Exterior. (Threshold) 15-man boat exterior shall have a minimum ten carry handles (5 on each side) capable of being gripped with a gloved hand located on the outboard sides of the hull tubes for Soldier portability. (Objective) More than ten. Attributes for 7-man and 15-man Inflatable Boats 1.Attribute 1 - Operational Transportability a.(Threshold) Shall be capable of being deployed through air assault and airborne operations. b.(Threshold) Shall be provided with device(s) and/or slings for lifting and airborne operations. 2.Attribute 2 - Reliability, Availability and Maintainability (RAM) a.(Threshold) The User accepts RAM characteristics inherent in the commercial components associated with inflatable boats. 3.Attribute 3 - Safety Features (All) a.(Threshold) Shall be equipped with gear securing lines and grab lines for crew safety and a minimum of one interior and one exterior grab lines. (Objective) Two exterior grab lines. 4.Attribute 4 - Tie-down points a.7-Man. (Threshold) 7-man boat shall have a minimum of 15 heavy duty (2500 lb pullout rating each) securing points placed on the interior of the craft to secure equipment which will accommodate a inch line. (Objective) More than 15. b.15-Man. (Threshold) 15-man boat shall have a minimum of 20 heavy duty (2500 lb pullout rating each) securing points placed on the interior of the craft to secure equipment which will accommodate a inch line. (Objective) More than 20. 5.Attribute 5 - Towing points a.7-Man and 15-Man. (Threshold) 7 and 15-man boat shall be equipped with manufactured towing bridle and tow points bow and stern capable of towing like craft at maximum payload at Sea State 3, without damage to the craft. (Objective) Sea State 5. 6.Attribute 6 - Inflation/ configuration time a.7-Man. (Threshold) 7-man shall be capable of being inflated manually within 15 minutes using two pumps and shall have capability to accept air from SCUBA cylinder. i.(Threshold) Automatic Inflation within 5 minutes. b.15-Man. (Threshold) 15-man shall be capable of being inflated manually within 25 minutes using two pumps and have capability to accept air from SCUBA cylinder. 7.Attribute 7 - Storage a.15-Man. (Threshold) 15-man shall be capable of being rolled and stored in a self contained configuration. Floorboards may be stored in a separate storage bag. 8.Attribute 8 - Basic Issue Items (BII) (All) a.Special Tools. No special tools shall be required for this capability. BII equipment to safely set up, deploy, operate and maintain this capability shall include, but is not limited to manual air pumps (minimum 2 each) with hoses adapters and pressure gauge, hoisting sling manufactured from non-metallic rope or flat webbing and shall be tested to twice the calculated stress in each leg of the sling, repair kit, paddles and PFDs. b.PFDs. PFDs shall be compatible with Soldier-worn clothing and gear (e.g., uniform, body armor, LBE/LCE) worn during waterborne operations, and shall keep the 5th to 95th percentile afloat, shall not degrade the movement/performance of the Soldier and provide a grasping point which provides for easy retrieval of personnel out of the water. c.Bag. All associated BII shall come in a waterproof storage bag. 9.Attribute 9 - Integrated fuel cell a.7-Man and 15-Man. (Threshold) 7 and 15 man boats shall provide collapsible fuel bladder(s) which are securable with quick release disconnects and removable within 1 minute fully loaded with fuel and designed to maximize deck space with a fuel capacity of 8 gallons of fuel. (Objective) 12 gallons maximum. 10.Attribute 10 - Rubbing strips a.7-Man and 15-Man. (Threshold) Shall be located around the entire outer side of the main buoyancy tube. Additionally shall be installed on the underside of the craft along the keel and other areas subject to abrasion. Shall exhibit the following characteristics: Hardness, Shore A - 65 plus or minus 5; Tensile strength - 13.8 Mega-Pascals; Ultimate elongation - 400 percent. KPPs for Motors 1.KPP 1 -- Design a.Propulsion. (Threshold) Shall propel fully loaded boat (2120 lbs- 7-man boat, and 4000 lbs- 15-man boat) 16 knots (kts) at Sea State 1 within two minutes. (Objective) 20kts at Sea State 2. b.Submersability. (Threshold) Shall provide the ability to purge water from the system after submersion in bag for 24 hours at 50 feet of seawater and restart within 10 minutes. (Objective) Without bag 48 hours, less than 5 minutes. c.Prop. (Threshold) If propeller driven, shall have the ability to replace prop within 5 minutes without the use of special tools. d. Emergency Shut-Off. (Threshold) Emergency shut off shall provide the ability to immediately kill the engine when engaged and provide lanyard attachment. 2.KPP 2 - Starting and operation a.(Threshold) Shall be pull started with hand tiller type steering. (Objective) Electric Start with pull start backup. 3.KPP 3 - Storage and Transport a.(Threshold) Shall be capable of being stored and transported in the vertical position and on one side horizontally with all operational fluids. (Objective) Shall be capable of being stored and transported in the vertical position and on either horizontal side with all operational fluids. 4.KPP 4 - Durability a.(Threshold) Shall be constructed of corrosion resistant material and not unduly affected by sea water, oil, fungal attack or exposure to sunlight such as may be encountered and applied during its life cycle, either occasionally, intermittently, or over extended periods to an extent and quality no less than the motors currently in use. b.Service Life. (Threshold) The service life shall be a minimum of five years and storage life of ten years. (Objective) Eight years/Fifteen years. 5.KPP 5 - Noise reduction a.(Threshold) Shall be equipped with a noise reduction package. Attributes for Motors 1.Attribute 1 - Weight a.(Threshold) Single engine weight will not exceed 210 pounds, Twin engine weight will not exceed 165 pounds each. (Objective) 185 pounds/ 150 pounds. 2.Attribute 2 -Fuel Capacity a.(Threshold) Shall provide collapsible and hard non-metallic portable fuel tanks (2 each) with a capacity of 6 gallons and equipped with quick disconnect fuel lines compatible with the motor. 3.Attribute 3 - BII and Kit Bag a.(Threshold) No special tools shall be required for this capability. BII shall include, but is not limited to equipment to safely set up, operate and maintain this capability. b.(Threshold) All associated BII shall come in a waterproof storage bag. 4.Attribute 4 - Safety lanyard a.(Threshold) Shall be equipped with a corrosion resistant safety lanyard capable of 500 pound tensile strength with hard eyes. (Objective) 600 pound tensile strength. 5.Attribute 5 - Color a.(Threshold) Shall have a non-reflective black finish. 6.Attribute 6 - Flush Kit a.(Threshold) Shall be equipped with a built in flush port with quick release garden hose adapter. 7.Attribute 7 - Fuel a.(Threshold) Shall be capable of operating on standard fuels. (Objective) Multi-fuel. IV.POTENTIAL REQUIREMENT: This Market Research Questionnaire (MRQ) is prepared as part of a sources sought investigation on commercial industry capability to satisfy potential U.S. Army requirements for the Family of Boats and Motors (FoBaM). The Army is looking for a single source for commercial 7-Man and 15-Man Inflatable Craft, with associated submersible outboard motors for the 7-man and 15-man craft, and where required manufactured from domestic sources made with domestic material/fabric that comply with the Berry Amendment Restrictions as cited in Defense Federal Acquisition Regulation (DFARS) 225.7002-1. Request Applicable Sources complete the following questionnaire no later than two weeks from the date of posting on FedBizOpps. V.INSTRUCTIONS FOR COMPLETING THE QUESTIONNAIRE: Please answer all questions applicable to your products. Not all questions must be answered. This is your opportunity to provide information that will be used to determine manufacturing capabilities for each potential requirement listed in Table 1. Additionally, any supplemental information concerning the performance, human factors engineering/safety, reliability/maintainability, etc. of your products, or any other literature concerning your company's warranty program, production longevity, dealership network, and reputation would be useful in this survey. Top level diagrams, drawings, pictures, and videos may also be submitted with this MRQ. a.Complete one questionnaire for each system: 7-Man Boat, 15-Man Boat, and Submersible Outboard Motors. b.If you cannot answer a KPP or Attribute, please indicate "No Response." c.If a response will satisfy another KPP or Attribute, state: "See response to question XXX." d.Include relevant sales media and product manuals. If providing an ACROBAT formatted manual, annotate the manual to indicate which material is applicable to the question(s).
