Description
The purpose of this amendment is to extend the proposal due date from July 23, 2012 to 3:00 pm July 26, 2012. I have also posted a revised copy of the past performance questionnaire. All other instructions remain the same. The purpose of this modification is to add FAR clause 52.216-2 Economic Price Adjustment -- Standard Supplies; to provide answers to contractor questions; and to provide a past performance questionnaire. The contractor shall fill-in the required information in the FAR Clause and return it with your proposal. Please send the past performance questionairre to 3-5 past/current customers. The order of preference for these customers is 1. Federal Government, 2. State/Local Government; 3. Private Industry. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation. Proposals are being requested for the required items and no written solicitation will be issued. Solicitation number W911S7-12-R-0018 is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58 - 18 May 2012. This Request for Proposal is full and open with no exclusion of sources under NAICS 339999 with a small business size standard of 500 employees. The Government intends to award a single, firm-fixed-price requirements contract with an ordering period of one year. The Government anticipates award on or about 1 August 2012 with an ordering period of 1 August 2012 - 31 July 2013. In accordance with FAR 52.212-2 Evaluation-Commercial Items, the following evaluation factors will apply to this acquisition: 1. Conformity of the items listed in the offeror's proposal with the specifications in Attachment 1. 2. Price. 3. Past performance. Factor 1 is more important that Factors 2 and 3; Factors 1 and 2, when combined are more important than Factor 3. This is a Low Price Technically Acceptable acquisition and trade offs are not allowed. The Government intends to award without discussions, however, the Government reserves the right to conduct discussions should the Government determine that they are necessary. Ft. Leonard Wood MO requires the following items: Assorted building materials to be delivered F.O.B. Destination to Ft. Leonard Wood, Missouri. See Attachment 1 for a list building materials and estimated quantities. Specific items and quantities shall be specified in each individual delivery order. The Government will typically require delivery of the required amount of materials within 15 days after issuance of individual delivery orders. Invoicing and payment shall be accomplished through Wide Area Work Flow (WAWF). In accordance with FAR 52.216-19 Order Limitations the following is provided: Minimum Order- When the Government requires supplies or services covered by this contract in an amount of less than $3,002.00 the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract Maximum Order- the contractor is not obligated to honor any order for a single item in excess of $175,000.00; any order for a combination of items in excess of $175,000.00; a series of orders from the same ordering office within 10 days that together call for quantities exceeding the limitation for a single order.
