Description
US Customs and Border Protection (CBP) intends to exercise Option Year II with Pacific Applied Technology, Inc. (PAT), for the renewal of licensing for brand name specific software, NCIC/NLETS Interface Software. *This is brand name specific software. It is the only product which can provide this critical function without costly modification and downtime - currently 2,894 TECS production programs have this software as part of the application such that even a minor change to 2,894 programs would be unacceptable in terms of time and resources and could introduce operational risk by making such major changes. Additionally, CBP needs to retain a consistent code base in moving forward with an ongoing TECS Modernization period. *Sole Source determination is made based on PAT software being a proprietary product and which provides a "Right to Use" license to utilize PAT software interface. Pacific Applied Technology, Inc. is the only vendor of TECS NCIC/NLETS Interface Software. Pacific Applied Technology, Inc. is authorized to install, maintain, and support its products in secure and non-secure Government locations, and is capable of handling the sheer volume of TECS production programs in place. There is no other vendor who can either demonstrate they regularly support the CBP daily FBI NCIC production inquiry/response volume, or support it on an IBM mainframe using the CA/DATACOM/DB database product. Pacific Applied Technology has an accepted classification as a small business, and this addresses small business set aside concerns. *The Period of Performance is September 1, 2012 - August 31, 2012. *The North American Industry Classification System (NAICS) code for this acquisition is 511210, Software Publishers.
