- The Naval Surface Warfare Center Carderock Division has a requirement for the procurement of four (4) software license agreements of Plexus software. The proposed purchase order is being solicited on a sole-source basis to Plexus Planning Ltd of the U.K. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Plexus Planning Ltd has the only software on the market that has the capability to quickly capture the steps involved in the Navy ship design process, as well as read inputs from other Design Process Modeling and Structure Matrices. Award to any other source would not be advantageous to the Government. Interested parties may identify their interest to respond to the requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04 August 2012 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
