Herbicide Application & GPS Data, Rampart Range IDIQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is issued as Request for Proposal (RFP) No. AG-82X9-S-12-0153. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-58. The US Forest Service has a requirement for an Indefinite Delivery Indefinite Quantity Contract for the spraying of herbicide on of various noxious weeds, Record GPS location of each site visited and/or sprayed, collect minimal site data, and prepare final report(s). Work includes furnishing all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform requirements specified in Task Orders. The Contractor shall furnish all labor, transportation, equipment, supplies, water, services, supervision, permits, and licenses necessary to spray herbicide on approximately 150 acres (per year) of noxious weeds. Desired date for starting work for the base year is 13 September 2012. Location: Pike National Forest in the Rampart Range Area and which may include recent fire areas (Waldo Canyon). Treatments shall occur primarily in Douglas and El Paso Counties in Colorado. A site visit is scheduled. For details see FAR Clause 452.237-71 Pre-Bid/Pre-Proposal Conference Section L page 34 of the solicitation. Proposal due date and time: See block 9 on SF 33 for due date, time and location for offers. Email submissions of proposals are preferred and acceptable as long as all required information is submitted, including required signatures. See section L.1 GENERAL INSTRUCTIONS. A single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded for four years- a base year and three one-year option periods contingent upon the availability of funding. The minimum guarantee is $2,500.00 and maximum is $300,000. Interested bidders are responsible for monitoring www.fbo.gov and any other pertinent information and for downloading their own copy of the solicitation package and any amendments. All questions pertaining to this solicitation must be submitted, in writing, to Toinette (Toni) Aranda at tparanda@fs.fed.us. All Offerors must be actively registered to the Central Contractor's Registry (CCR) in accordance to FAR 52.204-7 or their proposal will not be considered. All Offerors must be registered in ORCA in accordance to FAR 52.204-8 to be considered responsive. All prospective bidders must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractor Registration (CCR) database. Contractors can obtain further information on the CCR website at http://www.ccr.gov. All Offerors must respond to all evaluation criteria in Section M of the solicitation to be considered responsive to this solicitation. Offerors to fail to meet these criteria will not be considered in the Technical Evaluation of offers. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for bid/proposal preparation costs.
