Contracting Office Address US Army Corp of Engineers, Seattle District, 4735 East Marginal Way South, Seattle, WA 98134-2388 Description 1.CONTRACT INFORMATION: Seattle District plans to procure surveying/mapping services in accordance with PL 92-582 (Brooks Act) and FAR Part 36, to include SIM (Site Information Modeling). SIM will include the collection and graphical representation of existing surface and subsurface site conditions in full 3D (three dimensional) generation for utilities and site topography to include natural features and improvements. One or more firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services include surveying and mapping and the contract will be primarily for work in Washington, Idaho, Montana and Oregon. A specific scope of work and services required will be issued with each task order. Specialized knowledge, expertise and past experience that would significantly benefit customers of the Seattle District is preferred. A Firm, Fixed-Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract will be the result of this notice. The contract period of performance will be for a single year base period and two option periods of one year, each. The total contract amount shall not exceed three million ($3,000,000). Individual task orders shall not exceed the annual contract amount. Exercise of options is at the Government's discretion. The minimum guarantee for the contract will be two thousand-five hundred ($2,500). North American Industrial classification system code is 541370, which has a size standard of $14,000,000 in average annual receipts. For the purposes of this procurement, a firm is a small business if its annual average gross revenue, taken the last 3 fiscal years, does not exceed $14 Million. For more information concerning NAICS and a SBA size standards, go to http:www.sba.gov. These contracts are set-aside for 100% small businesses only. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act, as determined relative to the employee's office location (not the location of the work). Firms should indicate personnel and subcontractors selected to work on the contract and state their management structure. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov/. Joint ventures must have its own CAGE code and be registered in CCR as a joint venture. Contractors will be selected for negotiations based on their qualifications submitted in accordance with this announcement. 2.PROJECT INFORMATION - Surveying and mapping services are required to support the US Army Corps of Engineers civil works and military missions including the planning, design, and construction of water resource and military projects. Surveys will be required on public and private lands, US Army Corps of Engineers projects and military installations. Work under this contract can include, but not be limited to, any or all of the following: 3D-modeled topographic and utility surveys with attributed points and elements including locating/verifying both surface and subsurface utility systems; detailed planimetric surveys; profile, cross section and road surveys; horizontal and vertical control networks for establishing grid coordinate systems; ground control for developing photogrammetric and LiDAR maps; cadastral boundary surveys to establish or reestablish corners, monuments and boundary lines for the purpose of describing, locating fixed improvements and/or encroachments along Government Lands and platting or dividing parcels; aerial photography, analytical aerotriangulation, stereo mapping compilation, orthophotography, and land use/land cover interpretation; deliverable of GIS-ready products. Firms shall be fully capable of furnishing survey/mapping files directly readable by latest versions of MicroStation.dgn, Bentley Inroads surfaces, AutoCAD.dwg, Autodesk Civil 3D surfaces, LandXML and ESRI ArcGIS files. Earlier versions of file formats may be specified in Scopes of Work. The terms 'attribute' or 'attribution' used below refer to the action by software applications to link non-graphical information such as physical or performance properties of a feature to the representative modeled object. Firms should be familiar and be able to accurately comply with the latest versions of the US Army Corps of Engineers SDSFIE Spatial Data Standards and the AEC CADD Standards. In addition, FGDC-compliant Metadata files are required for all survey, mapping and GIS work performed within the Seattle District. Firms are expected to perform the following requirements: 2.1 Planimetric Data Collection: Contractor shall measure and depict in 3D all visible improvements within the project limits. Contractor shall provide size, type, and location of features such as buildings, foundations, monitoring wells, roads, curbs, railroads, bridge abutments, walks, driveways, aprons, fences, culverts, other drainage structures, trees over 6" caliper and shrub masses. Provide top and bottom of curb elevations. Contractor shall show joints and spot elevations at joint intersections in all concrete pavements. 2.2 Topographic Data Collection: Contractor shall measure and depict in 3D all adequate topographic data (spot elevations and breaklines) to generate 1-foot contours at a finished map scale of 1" = 40 feet depicted at true elevation. Contractor shall collect elevations at high and low points and abrupt changes in grade along centerline and at top of bank and drainage courses, and as needed to define an accurate surface per EM 1110-1-1000 guidance. 2.3 Utility Locates: Contractor shall arrange to have subsurface utilities on these sites physically located by a subsurface utility engineering (SUE) firm, to achieve Quality Level A, per CI/ASCE 38-02, "Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data", for example utilities shall be exposed only to the extent required for identification and data collection purposes, and elevation of top and/or bottom of utility, type, outside diameter and condition shall be recorded while utility is exposed. 2.4 Utility Data Collection: Contractor shall measure and depict in 3D all surface and subsurface features, lines and systems within the project limits. Contractor shall provide type, size, material, condition and elevation of features such as water, sanitary sewer, storm drainage, electrical, gas, communication, central heating, cable television, cathodic protection and liquid fuel, etc. Utility information is required for but not limited to the following: 2.4.1 Water - Locate water appurtenances such as valves, stand pipes, regulators, meters, fire hydrants etc. Provide elevation attributes for top of valve case and top of valve nut. Provide size of pipe and distance above ground for standpipes. Finished SIM file shall depict water valves, stand pipes, regulators, meters, fire hydrants etc, as well as location, size, depth, condition and material of water lines. 2.4.2 Sanitary and Storm Sewers - Gravity systems do not require SUE, but contractor shall locate and measure appurtenances such as manholes culverts, cleanouts, catch basins, oil/water separators, etc. Identify type, diameter and direction of each pipe. Contractor shall also depict piping which extends beyond the project limits to the nearest feature junction or terminus. Finished SIM file shall depict the following: all structures, top of rim elevation, invert elevation, location, size, flow direction and material of all pipes connected to the structure. 2.4.4 Electrical - Locate electrical appurtenances such as power and light poles, guy wires, vaults, manholes, meters, transformers, electrical boxes and substations, etc. Obtain and attribute type and height of poles, number and size of transformers, number of cross arms, number of wires (specify electrical or communication if both exist), direction and low wire elevation at each pole, identification numbers stamped on features in finished SIM file. Obtain and attribute top of rim or top of vault elevation, top of wire or conduit elevation, number and location of empty ducts in walls of manholes and vaults, direction of conduit into and out of vault, and bottom elevation of manholes and vaults. Obtain and attribute size for all electrical vaults and boxes. Finished SIM file shall also depict location, size, depth, condition and material of subsurface lines and connection to manholes, vaults and transformers. If transformers are pad mounted, obtain identification number on transformer. 2.4.5 Gas - Locate gas appurtenances such as valves, meters, lines and markers. Provide elevation attributes for top of valve case and top of valve nut. Provide size of pipe and distance above ground for standpipes. Finished SIM file shall depict location, size, depth, condition and material of gas lines. 2.4.6 Telephone/Communication - Locate appurtenances such as poles, manholes, pedestals, telephone booths, vaults, cabinets, etc. As applicable for surface and subsurface conditions, attribute type and height of poles, number of cross arms, number of wires (specify electrical or communication if both exist), direction, low wire elevation at each pole, cable/conduit types, sizes, counts, composition, splice cases, terminal numbers, identification numbers stamped on features in finished SIM file. Attribute top of rim or top of vault elevation, top of wire or conduit elevation, number and location of empty ducts in walls of manholes and vaults, direction of conduit into and out of vault, and bottom elevation of manholes and vaults. Attribute size for all telephone vaults and boxes. Finished SIM file shall also depict location, size, depth, condition and material of subsurface lines and connection to manholes, vaults and cabinets. 2.4.7 Central Heating - Locate central heating appurtenances such as manholes, lines, vaults, exposed expansion joints, subsurface fuel tanks, filler pipes, etc. Provide top of rim or top of vault elevation, top of pipe elevation, pipe direction and bottom of pit elevation. Provide size of vault and all pipes and/or valve sizes within manhole or vault. Finished SIM file shall depict the following: all structures, location, size, depth, condition and material of lines and connections to the structure. 2.4.8 Cable Television - Locate cable appurtenances (both surface and subsurface) such as poles, manholes, hand holes, pedestals, ductbanks and direct buried cable. Finished SIM file shall depict the following: location, size and depth. 2.4.9 Cathodic Protection - Locate rectifiers. 2.4.10 Liquid Fuel - Locate appurtenances such as lines, pits, vaults, hydrants and manholes. Finished SIM file shall depict location size, number and direction of pipes and valves. 3. SELECTION CRITERIA: The selection criteria for this contract are listed below in descending order of importance (first by major criterion and then by each sub-criterion.) Criteria (a)-(e) are primary. Criteria (f) and (g) are secondary and will only be used as "tie-breakers" among firms that are essentially technically equal. Primary Criteria (a) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (SF 330, Part I, Section F): All projects cited shall identify start/completion dates as well as the project size (cost and scope). Provide examples of 10 projects completed within the last 5 years with a maximum value of $1 Million. The Firm must provide the following: (1) Describe Quality Management Procedures (2) Demonstrate experience in collecting field survey data, especially comprehensive 3D surface and subsurface utility surveys and delivery of products compliant with SDSFIE and AEC CADD Standards (3) Demonstrate experience in mapping in accordance with EM 1110-1-1000, "Photogrammetric Mapping" including LiDAR data collection and processing (4) Demonstrate experience in boundary surveying including records research (5) Demonstrate ability to complete simultaneous projects in differing geographic areas (6) Describe equipment resources of the Prime Contractor and any Subcontractors (7) Demonstrate experience and qualifications to perform small hydrographic surveying projects. (b) PROFESSIONAL QUALIFICATIONS. Key management and technical personnel will be evaluated based on the following criteria: education, training, registration, longevity with firm, and voluntary certifications (e.g., Certified Photogrammetrist, GIS Professional, etc.) The firm must have, either in-house or through consultants, specialists in the areas listed below. (1) Land boundary surveys require the direct responsible and continuous on the ground supervision and review by a Licensed Professional Land Surveyor registered in the state where the work is to be performed (most of the work will be located in Washington, Idaho, Montana and Oregon. Names, qualifications and registration information (including the State in which the land surveyor is registered) of all Professionals must be fully documented. (2) One or more ASPRS Certified Photogrammetrists on staff included in the resumes of key personnel. Note: Program/Project Manager for this contract should be at least one of the professional disciplines described in (1) or (2) above. (3) Documentation of those disciplines which have experience with the use of photogrammetric, SIM, CAD, land surveying and GIS equipment and software to include, but not be limited to stereo-compilers. Project Manager Lead and SIM/CAD Technicians are to be proficient with working in 3D and the required AEC CADD Standards, and GIS Specialists proficient with SDSFIE Spatial Data Standards. (c). PAST PERFORMANCE. Past Experience on DoD and other contracts with respect to the following: cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. Performance evaluations relating to projects similar to this project will be rated more highly. (d). CAPACITY. Sufficient capacity to respond quickly, mobilize qualified personnel, and produce quality results under short deadline constraints. The evaluation will consider the availability of an adequate number of personnel in key disciplines and equipment availability. Offerors are advised that there will be requirements for performance of work on U.S. Government Federal Properties or Military Installations requiring proper identification and appropriate clearances for personnel to gain access. The evaluation will consider the experience of the firm, and any consultants, in similar size projects, and the availability of an adequate number experienced personnel in key disciplines. (e).LOCATION AND GEOGRAPHIC KNOWLEDGE. The firms location in the general geographical area of the project and knowledge of the locality of the project; that is, the Northwest Division and Seattle District. The following items are secondary criteria. The secondary criteria will not be applied by a preselection board, and will only be used by a selection board as a tie breaker if necessary, in ranking the most highly qualified firms. Secondary criteria Criteria (f) and (g) are secondary and will only be used as "tie-breakers" among firms that are essentially technically equal. (f). Volume of DOD contract awards in the past 12 months In Section H, Part I, SF330, firms must show their last 12 months DOD contract awards stated in dollars (see details in a subsequent paragraph). (g). Extent of participation of SB, SDB, WOSB, Service Disabled VOSB, HubZone SB, and HBCU/MI in the proposed contract team, measured as a percentage of the estimated effort. FORMS SLATED AS MOST HIGHLY QUALIFIED: To assist the Government in selecting the most highly qualified contractor, those firms slated as highly qualified may be interviewed or asked to submit supplemental responses. 4.SUBMISSION REQUIREMENTS: Submittals should be mailed to US Army Corps of Engineers, Seattle District, Attention: Contracting (Gene Sulton) P.O. GENERAL INSTRUCTIONS: Interested firms having the capabilities and qualifications to perform this work must submit one copy of the SF 330 Part I and II for the prime firm and all consultants to Gene Sulton, Contracting, US Army Corps of Engineers, Seattle District, 4735 E. Marginal Way S., Seattle, WA 98124, no later than 3:00 P.M. Pacific Standard Time (PST) on 10 August 2012. Regulations require that the selection board not consider any submittals received after this time and date. Solicitation packages are not provided. The SF 330 should be complete and specifically address the requirements of this announcement. The firm shall present a proposed organization chart and a narrative describing how the organizations will function. Those functions to be subcontracted out and to which location shall be clearly identified and at what office (specify the address of the office and key person that is assigned there). Include in your submittal the firm's DUNS number in SF 330, Section C, Block 12. Address all Selection Criteria in descending order of importance, as defined in Section 3 of this announcement, in SF 330, Section H. This is not a request for proposal.
