Description
The United States Army Corps of Engineers; Detroit District intends to solicit on a sole source basis under the authority of FAR 6.302-1 to purchase one Sequoia Scientific Laser Insitu Suspended Sediment Transmisometry- Streamlined (Model No.LISST-SL). Only one responsible source and no other supplies or services will satisfy agency requirements. The contract action is to purchase one laser diffraction system by Sequoia Scientific, Inc., Model No. LISST-SL. Description of Supply: Sequoia Scientific Laser Insitu Suspended Sediment Transmisometry- Streamlined (Model No. LISST-SL). This is a laser diffraction sediment sampler for measuring sediment flux and discharge in freshwater rivers and streams. The system must include a streamlined body capable of upstream self orientation. The instrument must pump water to match stream speed and assure isokinetic sampling. The instrument must collect particle size, volumetric concentration, temperature, depth, current speed and display data in real time. Data must be capable of transmission on a USGS B-56 reel. Post processing of data must include grain size distribution in 32 classes. The required specifications are: • Small-angle forward laser light scattering - compliant with ISO-13320-1 standard, • Isokinetic, self-contained operation, • 2-wire communication protocol consistent with USGS B-reel use, • Real-time display of multi-parameter measurements: Current speed, temperature, concentration, depth, mean sediment grain-size, • Streamlined shape, drag coefficient less than 0.2 in fast water, • Stabilizer fins for rapid re-orientation into flow, • Graphic programming display, no PC required, • Switch between English and metric units, • Onboard data processing and stored in ASCII-format; raw binary data available for post-processing, • Sediment concentration range 10 to 30,000 mg/l @ 1mg/l resolution, • Particle size range from 2.5 to 500 micrometers assuming spherical particles or from 1.9 to 381 micrometers assuming non spherical particles. Regardless of particle shape the instrument must partition particles into in 32 log-spaced size classes. The instrument must be able to post process the data under the spherical or random shape assumption, • Depth range between 0.15 to 30 m at 0.02 m resolution, • Current speed range 0 to 8 meters per second, • Water temperatures from zero to 25 Celsius, • 3 second sample acquisition time, • Rechargeable batteries, • Data logger must store 100,000 grain size distributions and associated sample information. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties may identify their interest and capabilities to perform the requirements in writing to the identified point of contact no later than 2:00 P.M. Eastern Daylight Time Zone on 3 August 2012. Suppliers/vendors that would be considered for this purchase would require an ability to meet the required specifications. Your response must demonstrate your firms capabilities, and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the government to: LRE-Quotes@usace.army.mil with referenced Laser Diffraction Sediment Sampler in the subject line. The estimated dollar value of this procurement is between $25,000 and $50,000.
