Reef Resilience Project Scope-of-Work Logistical support and Administrative Assistance for Reef Resilience Workshop and Coral Reef Management Activities in American Samoa Introduction: This request is to provide logistical support and administrative assistance service to the National Marine Fisheries Services (NMFS) Habitat Conservation Division (HCD) in support of coordinating, planning and organizing activities for the Reef Resilience project. The focus of these services will be to support the coordination, implementation of workshop, meetings and outreaches for the Reef Resilience project. Two main events have been proposed for the Reef Resilience project in American Samoa, which are a workshop with 40 government personnel and an outreach campaign to the youth groups in Aunu'u village. The vendor shall work with the designated staff at NMFS HCD to provide support in event development and logistics. Logistical support includes coordinating meeting spaces, assisting with hotel catering services, planning travel and distributing stipends for participants and interns, coordinate purchases of supplies, with vendors for payments, making orders of needed materials and supplies on-line, budget development and management, and assist in graphic designs. Background: This project was an idea evolved from The Nature Conservancy (TNC) Reef Resilience Training in June 2011. During the TNC training, participants were asked to develop either a bleaching response plan or a communication plan for their jurisdiction. American Samoa has a draft bleaching response plan developed by a coral ecologist at DMWR and would need a group of coral reef managers and experts to finalize it. The local NOAA Fishery Liaison, along with a DMWR staff, were participants from American Samoa to the TNC training in 2010. As a follow-up project from the training, they developed a Communication Plan that is specific to resilience to help facilitate a workshop with coral reef managers to share knowledge, tools and incorporate new information on resilience and climate change threats to use in the development and finalization of a bleaching response plan for American Samoa. The Communication Plan is a funded TNC project as a follow up from the Reef Resilience Training. This project assists to support the participation of key partners from Samoa to share knowledge and expertise on climate change impacts on coral reefs. In addition, it will add value to the implementation of the American Samoa bleaching response plan by building local capacity through awareness and education, trainings, gaining experience in developing outreach materials and creating ways for effective communication. There are two events for this project, which are the Reef Resilience workshop and the Reef Resilience Community Outreach program. The workshop was held on June 18th to the 20th, 2012 for various government agencies and Le Tausagi group (environment educators group). About 10 students from the community college marine science program participated in the Reef Resilience workshop for a 3 weeks internship to provide assistance in developing education materials, and preparing outreach materials for the community resilience outreach program. This project will conducted in cooperation with the Department of Marine and Wildlife Resources, the Climate Change LAS working group, the Coral Reef Advisory Group, the American Samoa Community College Marine Science Program and the local stakeholders. Objectives: The main objectives are as follow: -to offer service in planning and arranging activities to deliver activities on budget for the Reef Resilience project in American Samoa -to build effective communication with project manager and ensure a smooth process and on-time delivery - These objectives will help to obtain the support and assistance in coordinating and organizing the project by: •help arrange contracts or programs for travel to get the people to your event •provide stipends to students for preparation of meeting materials •coordinate with project manager in creating event budget and manage it •offer a list of resources for the best price and service, and negotiate contracts on behalf of project manager •assist in graphic designs and printing available for logo, brochures, flyers, posters, etc. •help arrange payments to vendors and shipment of supplies and materials to project manager Event- Reef Resilience Outreach Program in July 17th-19th, 2012 -About 50 students from ages 8-13 will be targeted in Aunu'u village for a Reef Resilience Outreach Program -Le Tausagi group will be the host in coordinating and facilitating the event in Aunu'u island. Detailed Tasks: Task 1: Provide logistical and technical support for the Reef Resilience community outreach. -to make direct contacts to vendors materials and supplies costs. These items markers, flipcharts, drawing papers, construction papers, and 30 washable finger paints. -to coordinate and provide support for costs in printing of outreach materials such as 300 posters, 10 displays, 200 story books, a wish banner, 300 brochures, 100 flyers, etc. The students from the community college will assist to develop these outreach materials based on the results of the Reef Resilience workshop to use for the community outreach program. -To coordinate payments for media advertisements and infomercials that will be developed and organized with the help from student interns to enhance awareness on resilience. -to coordinate and provide support for costs in venue and meeting arrangement, AV requirements as well as promotional items such as 200 bags and 50 T shirts for the outreach program. Task 2: Provide logistical coordination to provide stipend for 10 American Samoa Community College Marine Science students. -for students' assistance in planning, organizing and developing materials for the Reef Resilience Workshop for Communities. Materials (eg. brochure, fact sheet, poster, banner, etc) will be used in the workshop to educate the participants about coral reefs and climate change. In addition, students will assist in developing an infomercial to better education the wider community about coral reef and climate change impacts. At the end of 3 weeks, students will submit a report about the experience, skills and lesson learned. The students will also submit a report describing the experiences, knowledge, and skills as well as a talk on how their engagement in the project will help them pursue further in marine science. Task 3: Provide logistical coordination support for 2 participants from Samoa to the Resilience workshop in American Samoa. -Two invited participants from Samoa will travel from Samoa to Am. Samoa to share resilience and outreach work and network with the resource partners on Reef Resilience projects. The Contractor's performance shall be monitored and evaluated by Robert Schroeder, HCD Coral Program Manager. The end date for the contract will be September 2013 with an expense report and tasks completed for the project.
