Description
This sources sought notice is for Market Research ONLY to determine the availability of responsible small businesses in the construction arena, for a potential small business set-aside. NO AWARD will be made from this notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of the solicitation. Interested offerors having the skills, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to Diane Johnson at diane.n.johnson@us.army.mil. All responses will be used to determine the appropriate acquisition strategy for the future project. The purpose of this notice is to gain knowledge of potential small business sources for a highly specialized construction project at Camp Williams, Utah. The capabilities will be evaluated solely for the purpose of determining whether to Set-Aside for the Small Business Community OR to conduct as an unrestricted procurement. Responses will be used to determine if there is adequate responsible competition among the interested field of available contractors. This project will be advertised in August 2012. The contract duration is 365 calendar days and the estimated cost range according to the DFARS is $5,000,000 to $10,000,000. The NAICS Code is 236220, the size standard is $31.5 million (average annual receipts for preceding three fiscal years), and the Federal Supply Code is Y151 Construct Ammunition Facilities. PROJECT DESCRIPTION The Multi-Purpose Machine Gun (MPMG) Range project is New Construction and will be constructed as a state-of-the-art training facility/range for units to train and test on the skills necessary to zero, detect, identify, engage and defeat stationary infantry targets (SITs), moving infantry targets (MIFs), and stationary armor targets (SATs) in a tactical array with various weapons (i.e. M2 Machine Gun (MG), MK-19 40mm Grenade, MG M60, MG M249, Squad Automatic Weapon (SAW) M249, Automatic Rifle M24, and 7.62mm Sniper Rifle), This specially designed standardized range/facility will consist of structures/infrastructure to facilitate the employment of automated target systems varying from 100 meters to 1,000 meters controlled and scored by computer in the control tower. Primary MPMG range facilities may include, but not be necessarily limited to: control tower; foxhole/firing berm/defilade; lane and limit markers; SIT, MIT, SAT and dual SIT emplacements; wiring and data cable directly associated with target operation; site work to include drainage and maintenance trails directly associated with the range itself; and range safety flag pole. It may also include, but not be necessarily limited to, associated supporting facilities such as range operations/storage building; ammunition breakdown building; general instruction building; latrine(s); covered mess facility; bleacher enclosure; vehicle and/or equipment parking area(s); service/access roads; site improvements within supporting facilities area to include grading, storm drainage, utilities and fencing; and site physical security measures as required. ADDITIONAL INFORMATION: In accordance with FAR 52.204-7, prospective awardees shall be registered and active in the Central Contractor Registration (CCR) database prior to award.
