Description
The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), intends to award a sole source contract to Postnova Analytics, Inc., 230 S. 500 East Suite 120, Salt Lake City, Utah 84102 for the acquisition of a asymmetric flow-field-flow (AF4) molecular size/weight fractionation and measurement capability system(AF2000), light scattering detectors (DL3000 Zetasizer Detector and 21 Static angle light scattering detector), and refractometry index (RI) detector. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 6 months. The instrument from Postnova Analytics is the only supplier of this instrument. The AF2000 fractionation system has built in fraction-concentrator capability which makes other chemical analysis on the fractions more cost effective, such as apolipoprotein analysis, cholesterol and triglyceride measurement. The molecular size/weight fractionation and measurement system will be used for size and particle number measurement of low density lipoproteins (LDL, bad cholesterol). Size and particle number determination of LDL is important for assessment of the degree of cardiovascular disease risk associated LDL blood serum levels. The AF4 separation and detector package from Postnova Analytics is the only system that has the ability to provide sample loading capacity large enough to separate enough sample amount that allows convenient chemical analysis with low cost. In addition Postnova molecular size/weight detector has 21 angle light scattering capability, the Wyatt multi-angle light scattering detector has only 18, which makes a significant difference in the accuracy of the size measurement. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Postnova Analytics. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2012-N-14387 referenced in the subject line NO LATER THAN August 2, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
