Description

This is a combined synopsis/solicitation for commercial items (services) prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and further written solicitation will not be issued. The solicitation number is VA307-12-R-0001 and is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56, effective 18 May 2012. The applicable NAICS code for this service is 562111, Solid Waste Collection, with a small business size standard of $12.5 million. This solicitation is set-aside 100% for Service-Disabled Veteran-Owned Small Business Concerns. The Department of Veteran Affairs, Support Services Division located at 130 S Elmwood Avenue, Buffalo, New York, 14202, has a requirement to provide sensitive document destruction services. Services shall be in accordance with the Work Statement embedded in the solicitation following. The anticipated Period of Performance for these services is date of award through 30 September 2012, with four (4) one-year option renewals. The intent of this combined synopsis/solicitation is to result in a contract with Firm Fixed Prices. Pickup of material will take place at the RO Office in Buffalo NY and Destruction at the contractor's facility or designated facility if other than their physical address. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition; refer to the embedded Work Statement for additional information. FAR 52.212-2, Evaluation-Commercial Items applies to this acquisition, specifics are included under paragraph M of the embedded Work Statement. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition; addenda are indicated in the following solicitation document. FAR 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition; please note the additional clauses cited by [X] under that clause. The solicitation document is available by downloading the attachments accompanying this notice. The closing date is August 17, 2012 at 2:00 PM Eastern Standard Time.
