Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 and with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number is 1105133, and is being issued as a Request for Quotation. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58, dated May 18, 2012. The associated North American Industry Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing with a small business size standard of 500 employees. This acquisition is not set aside for small businesses. Background The United States Food and Drug Administration's (FDA) Center for Hepatotoxicity at the National Center for Toxicological Research is expanding to include in vitro assessments of tobacco products to support the FDA Center for Tobacco Product's (CTP) research needs. A part of this expansion is the exposure of pluripotent stem cell-derived cardiomyocytes to tobacco smoke condensates and assessing various endpoints of cytotoxicity and cell function. One function to be measured is the beating pattern of the cardiomyocytes cultured in 96-well plates in real time and over multiple timepoints. The Government requires a cardio analyzer system which meets the following minimum specifications: 1. Real time assessment of cardiomyocyte beating patterns in a 96-well plate format 2. Repeated measurements over time can be made for a single well (i.e., not a terminal endpoint analysis) 3. Ability to monitor at least 75% of the cells in each well 4. Data acquisition rate of at least 10 msec so that the beating pattern of the cardiomyocytes can be adequately resolvesd 5. Instrument can also be used to assess the following. Cell number. Cell viability. Cell morphology. The Government is not responsible for locating information that has not been included with the offerors proposal. Award will be made to the lowest priced, technically acceptable offeror. Offerors who fail to complete the required representations and certifications, or reject the terms and conditions of this solicitation may be excluded from consideration.
