- The U.S. Geological (USGS), Pacific Coastal Marine, has a requirement for one (1) EACH, Settling Tube to handle grains up to 3mm, venetian blind sample introduction system, includes a sediment plate, cantilever, strain gauge and existing electronics, to include installation. Also required, one (1) EACH, GageHost Electronics that include a new microprocessor, higher rate ADC for sampling the larger 3mm particles, ports to accept future temperature sensors and automation of sample introduction, and integrates with current electronics, and includes a waterproof enclosure. The Government intends to award this requirement noncompetitively IAW FAR 13.106-1(b), (1), to Penscil Inc., out of Los Osos, CA. The settling tubes, are one-of-a-kind custom-built particle size analyzers that have Penscil designed and built hardware modules and software applications. The electronic and mechanical upgrades that have been developed over the past several years and installed on our aging systems now need to be built into a new settling tube. The Pacific Coastal Marine requires a vendor familiar with the sediment labs and its various analyzers, particularly the settling tubes, and the protocols for collecting processing, manipulating, and archiving particle size and settling velocity data. The vendor must also have familiarity with the software applications including SedLabHost, pcSDSZ and PhiFileCompiler, plus the labs hardware systems associated with the settling tubes. Penscil has provided the electronic, mechanical and software support for the settling tubes and other particle size analyzers in the lab for 17 years. They have developed and implemented pcSDSZ, SedLabHost, PhiFileCopiler, and CarbonLog software packages for the PCMSC sediment laboratories, and built all the recent hardware (both mechanical and electrical) upgrades to the existing settling tubs. Penscil is the only known source to our knowledge that meets these requirements and no other contractor has the capability of constructing and installing a new settling tube without time-consuming and expensive reverse engineering of all the equipment and software in the USGS laboratory and is the only vendor with an understanding of the settling tubes and the Penscil developed software and protocols. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is not an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which if timely received, must be considered by the agency. Place of Performance: Santa Cruz, CA Delivery Date is one year after date of order. This notice and any resulting contract or order conforms to the requirements in place through FAC Correction 05-59 (effective 10 May 2012).
