COMBINED SYNOPSIS/SOLICITATION WRD-12-03042 Tethered Scuba Diving Kits (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number AB133F-12-RQ-03042/WSB. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-58. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 423910. The size standards in 100 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s)/services: CLIN 0001 Tethered Scuba Diving Kits - see statement of need To include the following items and quantity of each: 1. Qty 1 - Pelican Case 2. Qty 2 - OTS CR-4 Communication Rope w/bag 3. Qty 2 - Kirby Morgan M-48 FFM 4. Qty 2 - OTS EMD -2 microphone assemblies (M-48) 5. Qty 1 - OTS MK-7 Buddy Line Base Station (base, headset, rechargeable battery pack, charger, AA spare) 6. Qty 2 Stainless Stell D-rings 7. Qty 2 Stainless Steel Spinnaker Shackles 8. Qty 2 Atlantic Diving Harness (MK-20) or equivalent Miller Harness w/jocking 9. Qty 2 10 foot pieces of 1/4" samson (nylon) rope (VI) Description of requirements is as follows: Statement of Need for Service or Service STATEMENT OF NEED (Statement of Work) FOR SUPPLY OR SERVICE PURPOSE: We are purchasing 4 tethered diving kits for use as safety equipment by dive Units. Each kit contains everything in the technical specifications below. TECHNICAL SPECIFICATIONS: Below is equal to one kit. In parenthesis is the quantity needed to be one kit. (1) Pelican Case Series 1660 (2) OTS CR-4 Communication Rope w/bag (2) Kirby Morgan M-48 FFM (2) OTS EMD-2 Microphone Assemblies (M-48) (1) OTS Mk-7 Buddy Line Base Station (base, headset, rechargeable battery pack, charger, AA spare) (2) Stainless Steel D-rings (2) Stainless Steel Spinnaker Shackles (2) Atlantic Diving Harnesses (MK-20) or equivalent Miller Harness w/jocking (2) 10 foot pieces of 1/4" samson (nylon) line DELIVERABLE SCHEDULE: Required Delivery date no later than October 31, 2012. Delivery shall be FOB Destination: NOAA Diving Program 7600 Sand Point Way NE Bldg 8 Seattle, WA 98115 (VIII) The period of performance for the award date to October 31, 2012. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Jun 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), and past performance references. Inquiries (Apr 2010). Offerors must submit all questions concerning this solicitation in writing to Bill Bell either through email Bill.Bell@noaa.gov or faxed at 206 526-6025 no later than Thursday, July 27, 2012 at 12pm Pacific Standard Time. (X) FAR 52.212-2, Evaluation - Commercial Items 2005-58, applies to this acquisition. Paragraph (a) is hereby completed as follows: Lowest Price Technically Acceptable. Offers will be evaluated based on price and the factors set forth in the Section 6, past performance, FAR 12.601 and FAR 13.106-2, and award will be made to the firm offering the lowest price technically acceptable to the Government in accordance with the Statement of Need. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items 2005-58. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items 2005-58, applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items 2005-58 applies to this acquisition. The following clauses under subparagraph (b) apply: Please refer to the SF18 with Clauses. (XIV) The following clauses are also applicable to this acquisition: 52.252-1 Solicitation Provisions Incorporated by Reference (Feb 1998) 52.252-2 Clauses Incorporated By Reference (Feb 1998), This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
