- This announcement constitutes public notice of AFFTC/PKEE Edwards AFB, CA intent to award a sole source, Firm-Fixed price purchase order contract to Herley-Lancaster, 3061 Industry Dr, Lancaster, PA 17603. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c)(1), as implemented by FAR 9.302(b)(2) and FAR 13.106(b)(1). There are no solicitation documents. Interested persons may respond to the requirement or submit proposals which provide clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include offeror's Online Representations and Certifications Application (ORCA)--Commercial Items in accordance to FAR 52.212-3. If the offeror does not have a copy of this provision, go to http://www.bpn.gov/ to load required information. Any responses received without completing ORCA registration will be considered noncompliant. Finally, the offeror's response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12.This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice is published for informational purposes only. The proposed source, Herley-Lancaster is the proprietor of the model number MD-400C C-Band Transponder (airborne) and 857-2C Power Diverter (airborne) and has been determined to be the only known supplier that will be capable of meeting the Government's needs. The applicable NAICS code for this requirement is 334511 and has a size standard of 750. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 60 calendar days after the date of proposal receipt. Referencing FA9302-12-M-F029.
