- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Neutron Research (NCNR), intends to negotiate with GE Intelligent Platforms, Inc.; Pittsburgh, PA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to purchase an iFix software license key. The license key must be the same or backwards-compatible to the license key that NCNR uses for the Thermal Shield Cooling system. That means it must be GE brand purchased. In NIST's region GE Intelligent Platforms uses AutomaTech, Inc. for their iFix software sales. Market research has indicated that this software is not available from any other source. The existing key is necessary for trending functionality in the live Thermal Shield Cooling System. The new key will be a quick spare in case of failure of the primary key hardware for providing minimal down-time in the trending functionality. The new key will be used for development of software for the Thermal Shield Cooling System separate from the live system. The new key will also be used to provide a development suite the same as what is used on the Thermal Shield Cooling System for software maintenance training purposes. The NAICS Code is 511210- Software Publishers with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to GE Intelligent Platforms, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Eric Bubar at eric.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at eric.bubar@nist.gov no later than July 31, 2012 at 5:00 pm.
