Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with The Eppley Laboratory, of Newport Rhode Island, for the purchase of a solar tracker and dual-cavity design pyrheliometers system under other than full and open competition by the authority of FAR subpart 13.106(1)(b). The NIST Center for Neutron Research has a requirement for a solar tracker and dual-cavity pyrheliometers system to conduct NIST traceable calibrations. The pyrheliometers will be tested at NIST and also at National Renewable Energy Laboratory (NREL). Further calibrations will be performed at the University of Colorado. The Eppley Laboratory is the only contractor who can provide dual-cavity design pyrheliometers. The pyrheliometers determine the total optical power by the process of electrical substitution. A dual-cavity pyrheliometer design is required, because the dual-cavity design allows for calibration with the lowest uncertainties and with the best temporal stability. Only the dual-cavity design can maintain the calibrations with < 0.1 % drift over years. The Eppley Laboratory is the only contractor that can provide dual-cavity design pyrheliometers, which are required in order to meet NIST's requirements for low uncertainties and temporal stability, as well as maintenance of calibrations with the lowest possible drift. Therefore, The Eppley Laboratory is uniquely qualified to provide the required solar tracker and dual-cavity pyrheliometers system. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334519, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on July 31, 2012. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
