- The Centers for Disease Control and Prevention intends to issue a sole source purchase order to Thomson Reuters Scientific, Inc., 1500 Spring Garden Street #4, Philadelphia, PA 19130-4067, for a continuance of use of their license to supply a web-based solution for submission and peer review. The Emerging Infectious Diseases (EID) Journal uses Thomson Reuters’ system to facilitate peer review of article submissions. It has over 3,000 configurable workflow options that can be turned on/turned off depending on customer's workflow; the product CDC uses was designed with configurable workflow options to suit the EID journal's needs. This procurement will renew the license needed to obtain online peer review and workflow system of manuscripts submitted for the Centers for Disease Control and Prevention's journal, Emerging Infectious Disease (EID). Required is a programmed system that allows authors from all over the world to submit manuscripts online, over the Internet, facilitate online peer review and administration by allowing participants in the peer review process to route and review electronic proofs of submitted manuscripts, track manuscripts, and generate reports and automatic email correspondence from the databases. This specific functionality is required for online copyediting of source files, as well as manuscript workflow through the copyediting process. Requirements: (1) Required is a system that can facilitate web-based manuscript submission and the peer review process of manuscripts. The system must be able to process up to 40 peer review articles ready for publication each month. (2) Required is a system (license) for the EID journal to faciliate the submission, archivings and peer review of up to 2,000 submissions a year. (3) Required is a system that has a web-based interface and can handle a large database containing manuscript files in various stages of revision and details on authors, reviewers, and editors. (4) Required is an on-line, web-based system that allows authors from all over the world to submit manuscripts online over the Internet. (5) Required is a system that facilitates online peer review and administration by allowing participants in the peer review process to route and review electronic proofs of submitted manuscripts, tracks manuscripts, and generates reports and automatic email correspondence from ' Manuscript Central' databases. Description of specific tasks: (1) The peer review system must have easy access for users from anywhere in the world. This requires that the system be accessible from the Internet; (2) The EID journal current database contains tens of thousands of manuscripts, authors, reviewers, and editors. Required is a system that provides a satisfactory way of moving these large files from one system to another; (3) Required is a system that does not have to be done manually to move the files from one system to another; (4) Required is a system where there is no down time involved (a serious handicap for serial publications that can result in months of adjustments and corrections); (5) Required is a vendor that is familiar with the manuscript peer review process at CDC; (6) Desireable is a vendor familiar with the peer review process for the EID journal; (7) Required is a system that offers functionality for online copyediting of source files; (8) Required is a system that offers manuscript workflow all the way through the copyediting process; (9) Required is a system that does not stop at the end of editorial review; (10) Required is a system that is user friendly, particulary important for international users with slow equipment; (11) Required is flexibility in the flow of decision making so as not to interfere with the work of the Editor-in-Chief and Associate Editors; (12) Required is availability of user support service for customers to answer questions CDC-EID users have about the system being used, i.e. authors submitting manuscripts, administrators of the system and Associate Editors/Editor-in-Chief and Reviewers; (13) Required is up to 460 Gigabytes of storage a year; (14) A copyediting component is a necessary requirement. The deliverable is a system that can generate up to 40 peer-reviewed articles a month that are ready for publication in the EID journal. Two option years will also be included for this license renewal. CDC believes that this requirement is met by only one provider. This procurement will be processed under the authority of FAR 13.106-1(b)(1). Only one responsible source and no other sources will satisfy agency requirements. No solicitation is being issued. Interested persons may use e-mail to identify their interest and capability to respond to this requirement before the expiration date of the advertisement.
