Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to solicit, evaluate, and award a firm, fixed-price purchase order for the purchase of twenty each wheeled transit cases, part number (P/N) 1690-002-110-06, for the MK16 MOD1 Underwater Breathing Apparatus (UBA) on a sole source basis to Atlantic Diving Supply, doing business as ADS, 621 Lynnhaven Parkway Ste 400, Virginia Beach, VA 23452-7369. Simplified acquisition procedures in accordance with FAR 13.1 will be used. This notice of intent is not a request for competitive proposals. ADS is the sole source for these specific cases, P/N 1690-002-110-06 in accordance with FAR 6.302-1(a) (2) (ii). Procurement of these cases is controlled under source control drawing # 53711-6914590. The cases are manufactured by Pelican Products; however configured by ADS specifically for the MK 16 MOD 1 UBA. ADS ™s configuration is the only approved configuration as identified by Naval Sea Systems Command (NAVSEA) approved Source Control Drawing #53711-6914590, which precludes the substitution of items without comprehensive qualification testing. Based on qualification requirements, ADS is the only company able to provide cases configured for the MK 16 MOD 1 Underwater Breathing Apparatus meets the Government ™s requirement. The Government believes this requirement is sole source; however, companies that feel they can provide a wheeled case configured for the MK 16 MOD 1 UBA that meet the Government ™s requirement should respond to this notice and provide documentation demonstrating their capability to the Government. Submit the documentation for review to the Contract Specialist identified below no later than 26 Jul 12, 4:00 pm, CST. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Delivery will be to the Naval Surface Warfare Center, 110 Vernon Ave, Panama City, FL 32407. The basis for award is a fair and reasonable price. The estimated delivery date is to be determined. Estimated contract award date is on or about 10 Aug 12. The NAICS code is 334220. The Small Business size standard is 750 employees.
