Description
Combined Snyopsis/Solicitation The National Park Service, Pu'uhonua O Honaunau National Historic Park, HI, has identified a requirement for fumigation of four Park buildings to eliminate termintes. This combined synopsis/solicitation for services under commercial items and has been prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propasals are being requested and a written solicitation WILL NOT be issued. The solicitation number is Q12PS803247and is issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-35, dated July 14 2009. This solicitation is a Total Small Business set-aside. The North American Standard Industrial Classifications System (NAICS) Code is 561710 and the small business size is $7M. Scope of Work: Contractor shall provide all labor, supplies and materials to fumigate the Park Visitor Center approx. 12,000 sq.ft., Administrative Office approx. 1,000 sq. ft., Curatorial Building approx. 1,000 sq.ft. and the Dormitory Building approx. 2,000 sq.ft. The contractor shall tent and fumigate the four buildings identified above using Vikane (or approved equal) as the chemical for the treatment process for the extermination of termites. Prior to tenting and due to the porous nature of the lava's surface, the preferred methodology is to place on the lava's surface around the perimeter of the building's foundation two rows of sand bags side by side. The tent shall then be placed over the building and tent bottom laid over the two rows of sand bags. A third and final row of sand bags shall be placed on the tent's bottom and on top of the two bottom rows of sand bags, anchoring and sealing the tent. If the perferred method is not used, the fumigation gas dissipates into the porous lava rendering the treatment less or non-effective. On structures that are constructed on post and piers, tenting material can be placed underneath the structure to stop gases from escaping through the porous lava surface. The tent can then be connected to this bottom material creating a ballon effect and trapping the gas and rendering them most effective. Contractor shall comply with all OSHA safety requirements for such work and provide MSDS sheet for hazardous materials being used on site. Contractor shall have an onsite supervisor appointed safety official during performance of this project. The Contracting Officer for this project is Kim_Glass@nps.gov.
