- INDEFINITE DELIVERY CONTRACT FOR SPECIALIZED A-E SUPPORT TO RISK MANAGEMENT CENTER ON DAM, LEVEE AND FLOOD RISK MANAGEMENT STRUCTURES WITHIN THE US ARMY CORPS OF ENGINEERS Amendment 0002 to the Synopsis This Amendment 0002 revises the synopsis to change the length of the contract from a five-year base period with no options to a three-year base period with one two-year option. The Government also provides the following answers to questions regarding the synopsis submitted by interested firms. This Amendment establishes the deadline for submitting questions as July 20, 2012 at 12:00 noon. No questions submitted after that date and time will be answered. If a question has already been submitted but was not addressed in this Amendment, it will be addressed in the final posting of questions and answers, which will occur on or about July 25, 2012. Question 1. What foreign language engineering and scientific translation skills are required for this contract? Answer: The A-E should have the capability to provide the translation of documents associated with dams, levees and flood risk management structures from various foreign languages to English or from English to other languages. The documents and languages will be defined in each applicable task order. Question 2. Can the USACE please define "consequence determination" more specifically? Answer: Consequence determination is the quantitative and qualitative consideration of the impacts of a particular level and full range of levels of performance of dams, levees and flood risk management structures. Question 3. Is consequence determination related to strictly economic and population impacts from a dam or levee failure? Answer: No. Question 4. As part of facilitation, is the A/E expected to do consensus building, conflict resolution, and collaborative decision making with a general populace? Answer: The groups that the A-E will work with could include stakeholders and other members from many different backgrounds, experiences and knowledge levels potentially including the general public. The products produced and risk communication products developed could also target any range of potential audiences. Support to public meetings associated with the NEPA process is not anticipated. Question 5. Please define state of the science in regards to facilitation. Answer: State of the science generally refers to a process of working with a group to develop an understanding of the then current condition and status of the knowledge, process, analyses, evaluation, technique and other practices associated with a particular field, area of knowledge, or science. This snapshot of current conditions of a science are typically required where knowledge, process and technique are still being developed or are evolving.
