- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Dr. Jack Bishop, Raleigh, NC 27615, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for Dr. Bishop to provide expert support on existing research projects to the National Toxicology Program. The period of performance is anticipated to cover one (1) year. Services to be performed include completion of existing collaborative research projects. It is critical to the NTP that Dr. Bishop complete data extraction and technical work towards finalizing documents involving NTP data results for four studies conducted in collaboration with Oak Ridge National Laboratory. These projects (pre-gastrulation-zygotes, dominant lethal studies, sperm FISH studies, and various reproductive toxicity studies) can be completed within one year. Due to his existing experience and expertise as the Geneticist Investigator for these projects, he is the only one that can successfully complete the projects. It is not reasonable to expect that someone other than Dr. Bishop could execute the research projects that are near completion and publish the results. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Dr. Bishop. The NAICS Code/Size is 541690/$14.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
