- Sources Sought for Natural Gas Requirement at McAlester Army Ammunition Plant This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. The Government will utilize the information provided for planning purposes only to develop the acquisition strategy for future requirements. All information submitted will be held in a confidential status. The Army Contracting Command-Rock Island is conducting a market survey to identify potential sources interested and capable of providing for the supply, transmission, and metering of natural gas, to be awarded as one contract for McAlester Army Ammunition Plant (MCAAP), McAlester, Oklahoma. Consideration is for a base plus four (4) option year contract. MCAAP's yearly natural gas usage averages 342,689 Thousand Cubic Feet (MCF) and varies from approximately 21,000 MCF during summer months, to 57,000 MCF during winter months. The highest monthly average is 65,775 MCF. A 5-year usage history is available upon request from the point of contact listed below. The NAICS code for this request is 221210. The small business size standard for NAICS code 221210 is 500 employees. Respondents should indicate their business size in their response. Respondents with gas wells located on MCAAP, who are contractually obligated to provide up to 50 percent of the working interest portion of the wells' gas production, should explain how prevailing market price is determined. All other Respondents should explain methodology for determining pricing for usage quantity ranges. Interested parties must submit information by close of business 01 August 2012 to be considered in the development of the acquisition strategy for these items.
