Description
NASA/GRC has a requirement for a unique capability to combine a chemical vapor infiltration (CVI) method with a slurry melt infiltration (SMI) method to form the silicon carbide matrix. Additionally, there is a need to apply a submicron thickness layer of BN to the fiber performs before densification. The application of the BN interface to control the fiber to matrix bonding and provide tough behavior in the composite is critical to the material performance. NASA/GRC intends to purchase the items from HYPER-THERM HIGH-TEMPERATURE COMPOSITES, INC., 18411 GOTHARD ST STE ABC, HUNTINGTON BEACH, CA. It is the goal of Environmentally Responsible Aviation (ERA) program to continue work on the high pressure turbine vane application with SiC/SiC composites produced by the combined methods of CVI and SMI. These particular processing methods yield composites with the required fiber volume, creep resistance and high temperature strength needed for a high pressure turbine vane application. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 1, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government NOT to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit their capabilities which shall be considered by the agency.
