Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6079, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis with Varian Medical Systems of 3100 Hansen Way Palo Alto, CA 94304-10360, to upgrade and expand its existing ARIA/ECLIPSE software suite. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 15, Contracting by Negotiation. The North American Industry Classification System Code is 334517 and the business size standard in 500 employees. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. The Radiation Oncology Branch (ROB) of the CCR desires to upgrade and expand its existing ARIA/ECLIPSE software suite for treatment planning, patient data management, treatment delivery recording and verification, image acquisition so that it interfaces with the Hospital Information (HIS) to obtain demographic data, laboratory values and on-treatment notes to provide a centralized repository for this information for the generation of electronic medical records for use in radiation therapy and to enhance its capabilities for research purposes. The purpose is for additional software modules for an existing Government owned radiation oncology patient management system (ARIA). These modules will permit ARIA to interact with the hospital's information system (CRIS) in order to query/retrieve, download or upload patient-specific medical record elements so that they can be maintained in a comprehensive local database for both research purposes and for the generation of an Electronic Medical Record. The Contractor shall provide the following modules and enhancements to the ARIA/ECLIPSE platform: 1. Information Exchange Manager for Radiation Oncology - Software module for managing the exchange of information between the ARIA/ECLIPSE patient management system and the hospital's HL7 compliant patient information system (CRIS). Module must run on a separate Interface Server which acts as a buffer between the two information systems. 2. Admission, Discharge and Transfer (ADT) from HL7 into ARIA - Software module to extract basic demographic information on a patient from the HL7 compliant Hospital Information System, reformat it and download it into the ARIA patient database. 3. Query/Response from ARIA to HL7 - Software module to extract basic demographic information on a patient from the ARIA patient database, format it, and upload it to the HL7 compliant Hospital Information System. 4. Lab Results from HL7 into ARIA - Software module to extract the results of laboratory tests on a patient from the HL7 compliant Hospital Information System and download it into the ARIA patient database for viewing in the Clinical Assessments module. 5. Documents from HL7 into ARIA - Software module to download clinical documents containing relevant information on a patient, such as physicians' progress notes, from the HL7 compliant Hospital Information System to the ARIA patient database. Documents in a variety of formats such as.doc,.pdf, and.jpg can be imported. 6. Documents from ARIA to HL7 ARIA - Software module to upload clinical documents containing relevant information on a patient, such as physicians' progress notes, from the ARIA patient database to the HL7 compliant Hospital Information System. Documents in a variety of formats such as.doc,.pdf, and.jpg can be imported. 7. Small/Medium ARIA Radiation Oncology Server - Rack mounted server platform for combining the ARIA patient treatment database and the patient image library into a single system. 8. Interface Server - Rack mounted server platform which acts as a buffer between the HL7 compliant HIS and the ARIA system. The Information Manager resides on this platform. 9. Oncology Query Tool (OncQT) License for 4 Users - A software tool which allows researchers and other personnel to query a database containing oncology information interactively and display the extracted data in either a raw, graphical or summarized format. Great flexibility is provided in the types and structure of extracted information to facilitate analysis. 10. ECLIPSE Biological Optimization - A module to permit the optimization of treatment plans based on biological models of dose-response and to provide a measure of equivalence when switching from one fractionation scheme to another due to clinical circumstances. 11. ECLIPSE Training-Biological Optimization and Evaluation - Training for physicians, physicists and dosimetrists on the utilization of the Biological Optimization Module in the treatment planning process and in the evaluation of the resulting treatment plans relative to standard plans. 12. ECLIPSE Acuros External Beam Monte Carlo DCE - This is an enhanced photon dose calculation module based on Monte Carlo principles which provides the same accuracy as true Monte Carlo methodology, but without the associated inherent noise and at a greatly improved calculation speed. 13. ECLIPSE Dose Calculation Engine Algorithm API - An interface which permits the utilization of independently developed dose calculation modules (engines) with a non-clinical ECLIPSE treatment planning platform for research purposes. The acquisition additionally provides for a replacement server necessary for ARIA to function at the version 10/11 level, so as to support the above modules as well as future enhancements. Finally, this acquisition provides a mechanism to recover patient data from the Government's previous ECLIPSE/VARIS patient database so that these patients can be added to the ARIA database for research purposes. This previous data was incorrectly archived and special expertise is required in order to recover it from backups and reconstruct patient records. ARIA provides electronic treatment charting capabilities, which supplements the paper chart. The modules and extensions in this acquisition will permit ARIA to function as an electronic medical record, specifically tailored to radiation oncology research. Varian Medical Systems is the sole manufacturer and distributor of ARIA. ARIA is protected by both patent and copyright and is classified as a medical device by the Food and Drug Administration (FDA 510K). Any modules or enhancements to ARIA must pass the 510K approval process. Varian solely has the expertise to produce and integrate such modules. All hardware, including servers, must also pass the 510K approval process and undergo extensive testing by Varian to be certified as acceptable to be used with ARIA. Additionally, Varian software engineers have the unique expertise to sort through backups of old patient data and reconstruct valid patient records which were stored in a proprietary format. Finally, the acquisition of any third party enhancements to ARIA would void the terms of the service agreement for the maintenance of the ECLIPSE/ARIA platform. Based on the aforementioned reasons, there are no known sources providing equivalent equipment, service, support and software upgrades for this system. This is not a solicitation for competitive proposals. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on July 30, 2012. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
