Description
Justification and Approval The Naval Special Warfare Development Group (NSWDG) intends to award a sole source contract to BoundTree Medical LLC, 129 Centerville Road, Henniker, NH 03242-3295 under the Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items for a quantity of 27 each of the following medical equipment: (1) Phillips Light Weight Monitoring Defib Modules and (2) Thermal Angel Blood and IV Fusion Warmer Devices. The NAICS code for this procurement is 339112 and the standard size is 500 employees. The procurement is UNRESTRICTED. In accordance with the FAR 6.302-1, Only One Responsible Source and no other Supplies or Services Will Satisfy Agency Requirements, the Government will negotiate directly with BoundTree Medical LLC for this requirement. The proposed contract action is for medical equipment for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Phillips Light Weight Monitoring Defib Modules are used by major medical facilities. Procurement of these machines will enable compatibility with those machines already in use. BoundTree Medical LLC is the sole distributor/reseller of this equipment. NSWDG has consistently used the Thermal Angel equipment over the past five years due to its simplistic design requiring minimal operator training. The ease of use and portability of the Thermal Angel devices are unique to the brand and necessary to satisfy mission requirements. Procurement of another brand of blood warming devices would be at the expense of portability and would necessitate extensive personnel training. BoundTree Medical LLC is the exclusive distributor for all Thermal Angel Products within the United States Federal Government. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that believes it can meet the requirements may give written notification to the Contracting Office by 1:00 p.m. Eastern Time on 20 July 2012. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source procurement. Responses are due on 20 July 2012 at 1:00 p.m. Eastern Time. Responses shall be submitted via e-mail to danyiele.peterson@vb.socom.mil. Telephone requests or inquiries will not be accepted. RESPONSE TO THIS SYNOPSIS IS NOT REQUIRED.
