- Pre-Solicitation Notice: Education in Crisis/Conflict-Affected and Fragile Environments (ECAFE) The U.S. Agency for International Development (USAID) anticipates issuing a Request for Proposal (RFP) for technical assistance related to Education in Crisis/Conflict-Affected and Fragile Environments (ECAFE) to establish a world-wide support mechanism to USAID Missions and Bureaus in addressing their education objectives in environments that may be, or have been affected, by crisis, fragility, lawlessness and/ or conflict. This award will support the attainment of Goal Three of USAID Education Strategy: Increased equitable access to education in crisis and conflict environments for 15 million learners by 2015, per USAID's Education strategy listed below: http://transition.usaid.gov/our_work/education_and_universities/documents/USAID_ED_Strategy_feb2011.pdf ECAFE will provide technical assistance and services to USAID Bureaus and Missions that may include: assessment, design, implementation, coordination, and monitoring and evaluation of education programs in crisis/conflict-affected lawless and fragile environments; management and training services that will build the capacity of the Agency and its partners to effectively understand the role education can play to mitigate crisis; The ECAFE IDIQ builds on the methodologies, lessons, and practices of offices in USAID's Bureau of Democracy, Conflict and Humanitarian Assistance (DCHA). The ECAFE projects may build on DCHA projects that address rule of law issues for youth, crime and lawlessness in some countries. USAID anticipates awarding multiple contracts as a result of this solicitation, consisting of both unrestricted and small business set-asides. There is no guarantee on the number of contracts to be awarded, the number of task orders that any one firm will receive, or the amount of money each firm is entitled to beyond the minimum monetary amount to be stated in the Request for Proposal (RFP). USAID anticipates that the maximum ordering limitation of the contracts resulting from a RFP will be $500,000,000 over a 5 year ordering period. Note that this ceiling applies across all contracts and cannot be exceeded in the aggregate. The NAICS Code for this procurement is 541990. The solicitation will be posted on the FEDBIZOPPS web page (www.fedbizopps.gov) not less than 15 days after this notice is issued. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, copies of the solicitation will not be available for pick-up, and no walk-ins will be allowed. Offerors are advised to periodically monitor the above website for updates concerning this procurement. Telephonic requests or inquiries will not be taken. This notice does not obligate USAID to release a solicitation or award a contract nor does it commit the Government to pay for costs incurred in the preparation and submission of a proposal. In addition, final award cannot be made until funds have been fully appropriated, allocated, and committed and internal USAID procedures have been completed. This notice satisfies the synopsis requirement in FAR 5.201.
