Description
A business data universal numbering system (DUNS) number is a unique nine-digit identifier that is provided and maintained by Dun and Bradstreet. In June of 2003, the United States Office of Management and Budget (OMB) announced in the Federal Register (68 FR 38402) that a DUNS number would be required for all grant applicants for new or renewal awards effective October 1, 2003. Similarly, the U.S. Congress passed the Federal Funding Accountability and Transparency Act in 2006 that includes the creation for a single, publicly searchable database to track the distribution of federal funds effective October 2010. This database uses the DUNS number. The American Recovery and Reinvestment Act of 2009 can provide up to $35,000 in short-term relief for viable small businesses that are facing immediate financial hardship due to the economic downturn. A DUNS number is required to apply for these funds. Also, the NIST MEP grants office requires the DUNS number for procurement processes. 68 FR 38402 stated that "among existing numbering systems, the DUNS is the only one that provides the Federal government the ability to determine hierarchical and family-tree data for related organizations." This is the key purpose for the National Institute of Standards and Technology (NIST) Manufacturing Extension Partnership's (MEP) interest in using the DUNS number and the Dun and Bradstreet database. NIST MEP works with over 30,000 manufacturers a year and very deeply with about 9,000 manufacturers a year. It is important to the credibility and long-term success of the program that it is able to identify manufacturers so that MEP Centers are working with targeted clients and verify the relationship between manufacturing entities and their hierarchical and family-tree data so that MEP is not duplicating efforts or impacts. MEP requires use of the Dun and Bradstreet database and DUNS number for similar purposes to those noted above, including but not limited to: Prevent employer burden for manufacturers that are pursuing federal contracts and MEP services; Target and serve U.S. manufacturers (NAICS codes 31, 32, or 33) and those doing manufacturing-related research in the areas of physical, engineering, and life sciences; and Increase understanding and efficacy of service delivery to national firms with locations in multiple states. MEP requires the purchase of a subscription to "myD&B." Purchase of this subscription is the best option for enabling full understanding of corporate-family hierarchical relationships and for communicating seamlessly between the D&B data systems and the MEP MEIS data system. The procurement of the subscription described must be purchased on a sole source basis. The period of performance shall be a base period of one year with four one year option periods. Dun and Bradstreet is the sole provider of the software and the only source that can provide the required subscription. While data is available through sources that have subscriptions to MyD&B, the only source for the subscription is Dun and Bradstreet. Dun and Bradstreet has no authorized resellers. Therefore, Dun and Bradstreet is the only source for this software. The North American Industry Classification System (NAICS) code for this acquisition is 541519 and the size standard is $25.0M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by July 30, 2012, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
