- SUBJECT: Request for Proposals (RFP) FQ12220/STH, Escalator Replacement/Rehabilitation Project The scope of work includes providing full service of a qualified contractor to replace over 100 + existing escalators with new APTA standard escalators. The proposer and all subcontractors shall have a Virginia Class A contractor license. All personnel must pass a WMATA criminal background check and WMATA safety training and obtain a WMATA Contractor Identification badge. WMATA safety training is provided in English only and translators are not allowed. Estimated Cost Range : $100 +M Period of Performance : Five (5) Base years and Two - One year renewable Option Periods. Contract Type - Firm Fix Price Contract. Two (2) Pre -Proposal Conferences/Site Visit s Monday, July 16, 2012, 10 a.m. Jackson Graham Building, Conference/Training Room, Lobby Level, Washington Metropolitan Area Transit Authority, 600 Fifth Street, NW, Washington, DC 20001. A second pre-proposal conference will be held Monday, July 30, 2012, 10 a.m.. All attendees must provide a government issued identification for entry into the Jackson Graham Building (cameras, cell phones, computers and other mobile devices are permitted). Individuals that plan to attend the Pre Proposal Conference are requested, but not required, to send an email to shussey@wmata.com, with their name, title, company name, mailing address, telephone, and email for each attendee. Attendees should arrive no later than 9:45 a.m. in order to clear security and/or received temporary badges. WMATA certified DBE's are strongly encouraged to attend. WMATA will provide a Power Point presentation of the typical tasks that might be ordered under this contract. WMATA will have representatives of our procurement, insurance, DBE, safety, elevator and escalator maintenance in attendance Proposals Due : Monday, August 27, 2012 by 2 p.m. and shall be delivered to WMATA, Office of Procurement and Materials, Room 3C-01, 600 Fifth Street, NW, Washington, DC 20001. Any questions regarding the solicitation should be made in writing to the Contracting Officer no later than ten (10) workdays prior to the Proposals Due. Please carefully review the Notice to Proposers of the RFP. The Notice to Proposers addresses common problems found in previous proposals that may cause proposal rejection. RFP availability : The RFP will be free of charge on the WMATA website in Adobe Acrobat (.pdf) format at http://www.wmata.com/business/procurement_and_contracting/solicitations/index.cfm. In order to avoid RFP download problems, please immediately download the latest version of Adobe Acrobat Reader (Currently Version X (10.1)) available for free at http://get.adobe.com/reader/ Amendments: If any amendments are issued, they will be posted on the WMATA website along with the solicitation. Proposal Requirements: The RFP Solicitation Instructions contain detailed proposal requirements. Bonds/Guarantees : A proposal guarantee, in the amount of 5% of the total proposal price, is required with the proposal if it is greater than $100,000. The successful proposal must provide Performance and Payment Bonds in the amount of the initial contact award. DBE Information : The solicitation includes a DBE goal of 23%, if the proposal price is $500,000 or more. Information on the WMATA DBE program can be found at http://www.wmata.com/business/disadvantaged_business_enterprise/ WMATA will have a DBE office representative on hand at the Pre Proposal Conference. Insurance : The successful proposer must provide Commercial General Liability, Automobile Liability, Railroad Protective Liability, and Automobile Liability with WMATA included as an additional insured as well as Worker's Compensation (Statutory). WMATA will have an insurance representative on hand at the Pre Proposal Conference to discuss the Railroad Protective Liability Insurance and how that insurance may qualify for purchase by the successful offeror from WMATA at significant cost savings.
