- The National Institutes of Health (NIH), National Institute on Alcohol Abuse and Alcoholism (NIAAA) intends to award a purchase order to The Organisation Mondiale De La Sante World Health Organisation, C/O WHO, 20 Avenue Appia, Geneva 1211 for Establishing the Prevalence of Fetal Alcohol Spectrum Disorders in Low Income Countries. The WHO, working under their Global Strategy to Reduce the Harmful Use of Alcohol, is undertaking a global prevalence study of Fetal Alcohol Spectrum Disorder (FASD). NIAAA, as the world's leading expert on FASD, is providing the technical assistance on the development of the study protocol in order to assure the most accurate estimates. Countries will be expected to contribute their own resources in order to participate in the study; however, in the case of very low income countries (who may have the most children at risk) this would mean they would not be able to participate. NIAAA is interested in determining which of these very poor countries has the interest and capacity to follow the WHO prevalence study protocol, and to provide support for their participation in the global study. The purpose of this work order is to provide funds to WHO to facilitate data collection on FASD prevalence in up to five countries in sub-Saharan Africa (excluding South Africa where the prevalence of FASD is already known) and regions of the former Soviet Union. These may include but are not limited to Kenya, Ghana, Kasikistan, and Siberia. The selection of the participating entities will depend on the interest and capacity of the local government to participate in the training and data collection protocol as well as the estimated risk of FASD based on what is known about drinking during pregnancy in that country, and will be mutually agreed upon by NIAAA and WHO. The sole source determination is based on the WHO being the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends. The Programme on Substance Abuse, are uniquely qualified to carry out this work because they have established relationships with low income countries and their alcohol and maternal and child health infrastructures and governments, are best able to assess capacity, conduct the training and oversee data collection quality. In compliance with Federal Acquisition Regulation (FAR) 13.106-1(b) Soliciting from a single source. This solicitation is not a Small Business Set-Aside. This notice of intent is not a request for competitive proposals, however; all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. It is anticipated that the RFQ NIH-NICHD-12-053 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ.
