- The Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO), 6910 Cooper Avenue, Ft Meade MD 20755, intends to release a 100% Small Business set-aside Request for Proposal for services to build the next generation of Joint Spectrum Data Repository (JSDR) capabilities and provide data operations and support. The purpose of this contract is to obtain non-personal professional support services for t he Defense Spectrum Organization (DSO), 2004 Turbot Landing, Annapolis MD 21402, which has the responsibility to develop, maintain, and distribute mission-critical spectrum data to the Combatant Commanders (COCOMs), Joint Staff, and DoD Spectrum Management/Planning, electromagnetic environmental effects (E3), Intel/Electronic Warfare (EW), and Acquisition communities. To accomplish this mission, the DSO maintains the JSDR, web applications, web services, and standalone tools that provide the resources necessary to achieve spectrum superiority. The JSDR is the primary source for spectrum-related data used by DoD to support spectrum management and E3 efforts. Specific service elements for this requirement may include computer room production capacity, application maintenance, configuration management, network support, performance monitoring and tuning, system backup and recovery, database management, storage management, data protection and management, help desk, system operations, infrastructure facilities, and continually evolving information security requirements. In the provision of managed services, the components used by the service provider may include, but are not limited to, facilities, hardware and software, network connectivity, labor, and other infrastructure. NAICS Code 541512 "Computer Systems Design Services" is used for this project. The Small Business size standard is $25.5million. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and have a Commercial And Government Entity code (CAGE Code). All responsive offerors will be considered by the agency. The contract is intended to be awarded with a base period (estimated: 20 September 2012 through 19 September 2013) and three (3) additional one-year option periods. The awarded contract will be a hybrid of cost-plus fixed fee and firm-fixed price Contract Line Items Numbers (CLINs). The solicitation will be issued on or about 23 July 2012. This solicitation will only be available on the internet at the following address: www.fbo.gov and find the above mentioned solicitation number. The Contracting Officer for this project is Michael D. Jackson. This procurement is 100% set-aside for small business firms serviced by the Small Business Administration. There is no geographical restriction on this competitive requirement.
