Description
Figures 1 and 2 SOLICIATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Safety Research (DSR), 1095 Willowdale Road, Morgantown, WV 26505, has a requirement for BioInfoMetrics Data Collection and Procress Mobile Unit. This requirement is solicited as unrestricted. Amount $________________. NIOSH BioInfoMetrics Data Collection and Process Mobile Unit STATEMENT OF WORK The contractor will provide a research vehicle trailer, a "BioInfoMetrics Mobile Lab/Unit", to be used for the collection of anthropometric data and digital human scans from various locations around the nation on a continuing basis. The lab/unit will be a 32-ft box trailer, in a Tag-A-Long configuration. The dimensions of the box unit will be 30' (feet) long x 100" (inches) wide x 157- 1/8" (inches) at full exterior height. Additional interior requirements are specified in the Detailed Technical Requirements section below. The lab/unit will be capable of autonomous operation with a self-contained HVAC unit, automatic leveling for stability with remote capability, auxiliary power to operate the equipment with remote operations, and easy access for subjects ingress/egress. The specific areas where the equipment will be mounted should be reinforced to eliminate equipment vibration and movement. In particular, both floor and ceiling reinforcements are required for the area to host a whole body scanner. An operation truck for the trailer will be acquired separately and thus is not included in this statement of work. DETAILED TECHNICAL REQUIREMENTS Space Requirements: 1. The trailer lab/unit must meet the following interior length, width, and height requirements: must have a 123" (inches) inside floor to ceiling height, 96" (inches) inside width to accommodate specialized electronic equipment. 2. The lab/unit must also have a private area, sectioned off, for human subjects to change clothes (floor space: 3' x 6'). 3. The auxiliary generator must be enclosed for sound reduction, mounted for minimum vibration and contained within the trailer with outside access and located for ease direct access and remote controls. Stop Lights - Flush Mounted • Truck-lite ICC L.E.D. Marker Lights • Truck-lite Mid-Turn Signal - Flush Mounted • Seamless Aluminum Roofing • 100" Wide Exterior • 116" Through Rear Door (to Clear 114" Body Scanner) • Floor Reinforcements for Mounting Customer Installed Scanners • Aluminum Tread Plate Stone guard on exterior. • Air Control Kit Includes Air Gauge, On/Off switch, Compressor, Relay Circuit Breaker, Pressure Switch and Height Control Valves. • Hydraulic 1-Touch Computerized Leveling System (HWH); there should be both 12VDC and 120VAC, hydraulic levelers to minimize movement and vibration during lab use, and HVAC to control air temperature. Special detail must be adhered in the areas where equipment is to be mounted to minimize movement and vibration of the equipment. • Mounted for remote operation will be a 110/220VAC 6500 W liquid propane generator, to power the trailer and automatic levelers (for stability during lab operations). • Interior Finish: • • Beige Vinyl Faced Wall Liner with ½" inch Backer • Base and Casement Molding • Hard White Vinyl Ceiling Liner - White Batten Strips • Indoor/Outdoor Carpeted Flooring • 2 each - 15,000 BTU Rooftop Heat Pumps • 1 each - 30,000 BTU-LP Furnace • Walls / Floor / Ceiling Insulated • Clothing changing room, for privacy, approximately 6' by 3'. • 12 each - Surface-Mounted 12VDC Ceiling Lights, equally distributed on the ceiling with electrical wall switch. • Electrical Requirements: • 6500W Onan Propane Generator / Enclosure / Fuel Gauge / Remote Start • (12) Surface-mounted 12V Ceiling Lights • (2) Non-Powered Roof Vents (Lifetime Dome Warranty) with Vent Covers • (4) - 120VAC Fluorescent Lights with Diffusers, Light Locks, and Tube Guards • (4) - 15A Duplex Receptacles - Wired Separately to Distribution Panel (50A). • There shall be 110V outlets every 4 feet for equipment. • Equipment Specifications At a minimum, the lab area must facilitate the following items (scanning equipment to be installed by NIOSH): • Cyberware Whole-Body Laser Scanner (WBX). Dimensions are: Width=103" x Height=114" x Depth=93" with Weight of 661 pounds. Must be securely mounted to the floor and ceiling to minimize vibration and movement. (Please see Figure 1 for details). • Cyberware Head & Face Color 3D Scanner (Model PX). Dimensions are: Width=74.1" x Height=80.8"x Depth=74.1" with a Weight of 335 pounds. Must be securely mounted to the floor to minimize. (Please see Figure 2 for details). • Yeti Foot Laser Scanner. Dimensions are Width=25" x Height=35" x Depth= 44" with a Weight of about 75 pounds. Must be securely mounted to the floor in the lab space. • Clothing changing room for privacy, with chair and clothes hangers. • Tables for desktop or laptop computers that operate each item listed. • Cabinet storage space for lab supplies. • File cabinet with lock, for paper files. • Two 20lb liquid propane fuel tanks, proving 6.5KW or better, for the 110 VAC/12VDC generator. Technical Documentation: At the time of delivery, the contractor will provide all the documentation and/or manuals on the equipment for continuous maintenance. The technical documentation will include, but is not limited to, operating instructions, mechanical repair manual, wiring diagrams or schematics for the lab and power generating equipment, and maintenance schedules/manuals. Training: Upon receiving the equipment, the contractor will provide training on the operation and maintenance of the equipment at the NIOSH facility in Morgantown, West Virginia. Proposal: The contractor is to provide a blue print, specifications, and proposed time frame to furnish the trailer. Delivery: The trailer should be completed and delivered to NIOSH Morgantown campus within 7 months after the effective date of contract. The Contractor shall tender for acceptance only those items that conform to the requirements of this contract. The Government must exercise its post acceptance rights -- (1) Within a reasonable period of time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. (e) Excusable delays. The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence, such as acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence. (f) Termination for the Government's convenience. The Government reserves the right to terminate this contract, or any part hereof, for its sole convenience. In the event of such termination, the Contractor shall immediately stop all work hereunder and shall immediately cause any and all of its suppliers and subcontractors to cease work. Subject to the terms of this contract, the Contractor shall be paid a percentage of the contract price reflecting the percentage of the work performed prior to the notice of termination, plus reasonable charges that the Contractor can demonstrate to the satisfaction of the Government, using its standard record keeping system, have resulted from the termination. The Contractor shall not be required to comply with the cost accounting standards or contract cost principles for this purpose. This paragraph does not give the Government any right to audit the Contractor's records. The Contractor shall not be paid for any work performed or costs incurred that reasonably could have been avoided. (g) Termination for cause. The Government may terminate this contract, or any part hereof, for cause in the event of any default by the Contractor, or if the Contractor fails to comply with any contract terms and conditions, or fails to provide the Government, upon request, with adequate assurances of future performance. In the event of termination for cause, the Government shall not be liable to the Contractor for any amount for supplies or services not accepted, and the Contractor shall be liable to the Government for any and all rights and remedies provided by law. If it is determined that the Government improperly terminated this contract for default, such termination shall be deemed a termination for convenience. (h) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract. (End of Clause) 52.225-2 -- Buy American Act Certificate (June 2003) (a) The offeror certifies that each end product, except those listed in paragraph (b) of this provision, is a domestic end product and that the offeror has considered components of unknown origin to have been mined, produced, or manufactured outside the United States. The offeror shall list as foreign end products those end products manufactured in the United States that do not qualify as domestic end products. The terms "component," "domestic end product," "end product," "foreign end product," and "United States" are defined in the clause of this solicitation entitled "Buy American Act-Supplies."
