- Amendment 02 Attachment A, Statement of Work. Amendment 02 documents supercede all previously posted documents. Amendment 02 RFP pages 4 through 38. Amendment 02 documents supercede all previously posted documents. Amendment 02 RFP Pages 1 through 3. Amendment 02 documents supercede all previously posted documents. The Government is amending solicitation HM157512T0010 due to the fact that the Government's requirements have changed. Offerors are hereby provided with the opportunity to submit new proposals that meet the Government's revised requirements. The due date for proposals shall be 27 July 2012 at 1500 Hrs CT. The purpose of Amendment 02 is to provide updated requirements documents, to provide revised instructions to Offerors, as well as amended evaluation criteria. Amendment 02 incorporates the following revisions: 1. Offerors are hereby advised that new proposals are being requested. All previously submitted proposals will be safeguarded from unauthorized disclosure and protected from disclosure to unauthorized persons in accordance with FAR 15.207 and 4.802. 2. Attachment A, Statement of Work (SOW), section 3.2.1.4 is hereby revised. SOW Section 5.1 has also been changed. The remaining sections of the Statement of Work remain unchanged. 3. All references to a Field Test are hereby deleted, and Attachments B, the Technical Evaluation Plan, and C, the NGA Supplied Test Form, are no longer part of this requirement. 4. DFARs clause 252.225-7020, Trade Agreements Certificate (Jan 2005), is hereby added to the Solicitation. As a result, page 22 of 41 is hereby updated. Offerors shall certify that all end products submitted as part of their proposal are either US-made or come from a country with which the US has a trade agreement in place. 5. FAR clause 52.219-9, Small Business Subcontracting Plan (Jan 2011), with its Alternate II, is hereby added to the Solicitation. Offerors shall include a subcontracting plan with their proposals. 6. The "Instructions, Conditions, and Notices to Offerors" and "Evaluation Criteria" sections of the RFP are hereby revised. See pages 36 through 38 of the Solicitation for specific information. This is a combined synopsis/solicitation for commercial items (Solicitation No. HM157512T0010, and one additional attachment, Attachment A - Statement of Work, is included). This announcement constitutes the only solicitation, and proposals are being requested. The North American Industry Classification System (NAICS) code for this acquisition is 334511. NGA plans to issue a firm fixed priced Requirements type contract as a result of this Request for Proposal. Please reference the attachments for item descriptions, quantities, and periods of performance for each individual contract line item number. Delivery is FOB Destination, and delivery shall be made to NGA, 3838 Vogel Road, Arnold MO 63010.
