Description
The U.S. Fish and Wildlife, Region 9, Arlington, VA intends to award a sole source firm fixed price under FAR 6.302-1 and 6.302-5 to Canadian Wildlife Service (CWS) to monitor and research the Arctic Goose in northern Canada. This notice is not a request for competitive proposals; however, firms with expressed interest and capability are encouraged to respond. A determined by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. POC: Gary A. Lehmann, Contract Specialist, 703-358-1846, gerald_lehmann@fws.gov JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. Agency and Contracting Activity a. Requiring Activity: FWS Division of Migratory Bird Management 4401 N. Fairfax Drive, MBSP-4107 Arlington, VA 22203-1610 b. Procuring Activity: USFWS CGS 4401 N. Fairfax Drive, MS7118-43 Arlington, VA 22203-1610 PR: 0040047861 II. Nature and/or Description of the Action This requirement is for sole source procurement from Canadian Wildlife Service (CWS) DUNS: 254532278; CAGE: L00D9, Foreign Government Large Business. III. Description of Supplies/Services The CWS is the primary partner of the U.S. Fish and Wildlife Service (FWS) in monitoring migratory waterfowl populations under the provisions of the Migratory Bird Treaty Act. The primary purpose of this proposal is to monitor the status of and obtain essential population parameters (i.e. population sizes, harvest rates, survival rates, etc.) of several populations of Arctic nesting goose populations in Canada. The data resulting from these monitoring projects will be used by the FWS to make informed management decisions (e.g.harvest and habitat) for Arctic nesting geese. IV. Statutory Authority Permitting Other than Full and Open Competition 10 USC 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Suppliers or Services Will Satisfy Agency Requirements. The CWS is responsible for managing migratory birds in Canada under the provisions of the Migratory Bird Convention Act. Therefore, as per FAR Part 6.302-5, CWS involvement is required by authorized or required by statute. V. Applicability of Authority Based on the Migratory Bird Treaty Act and the Migratory Bird Convention Act, CWS is responsible and the primary partner of FWS for managing and monitoring migratory waterfowl populations in Canadian. VI. Efforts to Obtain Competition CCR Search. A CCR search was conducted for possible small businesses. It was filtered to search by NAICS 924120 and small businesses, resulted in 6 companies. Sources Sought Synopsis. Posted on FedBizOpps on June 26, 2012 through July 3, 2012 resulted in no responses from any vendors. Synopses of Proposed Contract Actions. This requirement will be posted as an Other Than Full and Open Competition with a sole source justification attached. VII. Determination of Price Fair and Reasonableness. Contracting Officer determination of price fair and reasonableness is provided in a separate memo in the official contract file. VIII. Market Research See paragraph VI Efforts to Obtain Competition IX. Other Facts. X. Interested Sources No other sources have shown interest in fulfilling this requirement. XI. Steps to Foster Competition No actions are planned as this requirement is restricted to the authority of Canadian Wildlife Service to monitor for the purpose of conducting research of the Arctic Goose. Artic Canada is a remote and logistically difficult place to work. In addition to having demonstrated work experience conducting aerial surveys, handling live geese, banding geese, and being skilled in GPS telemetry, any contractor must possess a current banding permit issued by Canadas Bird Banding Office, as well as any other permits that federal, provincial, and First Nations government require for working in these areas and handling capture geese. Established working relationships with Arctic Goose Joint Venture, provincial and federal governments, and local native communities across arctic Canada are required for successful completion of these projects. XII.
