- RFI (Sources Sought) CONSULTING SERVICES FOR ALTERNATIVE FUELS TRANSPORTATION CONSULTANT This notice is issued by the NASA/KSC Visitor Complex (KSCVC) to post a Sources Sought RFI via the internet, and solicit responses from interested parties. This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. Prospective offerors are invited to submit written comments or questions to: Chris Pino, Contracting Officer, chris.pino-1@nasa.gov, no later than August 31, 2012. This presolicitation synopsis is not a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments, if any. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. The KSCVC reserves the right to select, one, some, or none of the submissions for further investigation. Contractors who submit information in response to this RFI do so with the understanding that U.S. Government personnel as well as their support Contractors may review their material and or data. General Information: The KSCVC is a commercial business that serves a public interest, operated by a Concessioner under contract with NASA. Delaware North Parks and Resorts at KSC, Inc. (DNCPR) has the current concession agreement until April 30, 2020 with the potential to be extended an additional 10 years. The KSCVC bus fleet currently consists of 44 diesel charter-type buses for transporting guests on guided tours. Fuel Usage Data for the year 2011 is provided as an attachment to this RFI. KSCVC is in the initial planning phase for solicitation of proposals for consultation services leading to the operation and future development of an alternative fuels bus fleet. Objectives of the RFI: 1.Communicate to industry KSCs vision for converting the KSCVC bus fleet to a more environmentally-friendly and economical propulsion system. 2.Validate whether buses fueled by natural gas (CnG) are the best overall choice for the future KSCVC bus fleet. 3. Identify potential consultants. 4. Solicit feedback from industry for potential partnerships, capital investments, innovations, and improvements to the KSCVC bus fleet. 5. Identify industry concerns and conditions considered important to a successful bus fleet. Specific Requirements: The KSCVC desires to obtain technical consulting services to assist in the development of a Bus Fleet Replacement Plan to guide the specification and procurement of the future bus fleet with consideration of various alternative fuel propulsion systems, advanced technologies and future service demands. The consultant would first assist DNCPR in the development of project goals and objectives to guide the plan. DNCPR would provide the consultant with a data for the current bus fleet. The consultant would assess various alternative fuel options and provide a total life-cycle cost model with recommendations for filling station designs and options, vehicle and engine options, and sources for partnerships and financing. Once a specific alternative fueling option has been chosen, the consultant would assist in determining the specific size, location and design of any alternative fueling station, assess vehicle and engine requirements and make recommendations for future fleet and fueling management systems. Examples of Desired Outcomes and Improvements: Safe Experience for Visitors and Employees Less Emissions, Noise, Exhaust Smoke and Noxious Smells Lower Total Costs Reasonable Maintenance Requirements Current Assessments: The current assumption is that natural gas vehicles, specifically compressed natural gas (CnG), offer the greatest advantages for lower total costs with the most achievable environmental improvements. The assumption that CnG is the best choice when compared to diesel and gasoline is based on historic low prices; lower emissions and maintenance costs and the fact that it supports U.S. energy independence. At the same time, there are concerns about initial higher capital costs for CnG buses; very limited amount of fueling stations; increasing demand for CnG which could ultimately raise prices. A major concern is how best to partner with industry to obtain a CnG fueling station and CnG product. Therefore, one of the main objectives for hiring a consultant would be to assist KSCVC in exploring creative ways to finance the design and construction of a CnG filling station, assuming CnG is determined to be the optimum choice.
