- The primary purpose of this synopsis is to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. It shall be the contractor's responsibility to view the Federal Business Opportunities (FBO) website daily for any amendments to this requirement. Information regarding the solicitation shall be published under this synopses on or after July 12, 2012 with a projected due date on or before August 06, 2012. The South Texas Veterans Health Care Systems (STVHCS) Contracting Office (90C) at Kerrville, Texas; Veterans Administration Medical Center (VAMC) anticipates soliciting sources and subsequently awarding a contract for the construction project to demo the existing 2" steel diesel fuel line located in an underground tunnel (674 feet) and direct buried (111 feet) at the South Texas Veterans Hospital located at 3600 Memorial Blvd, Kerrville, Texas, 78028. The awardee shall furnish all supervision, labor, materials, supplies, and travel, to perform work under this project. The work shall include but is not limited to install of new 2" double wall fiberglass reinforced plastic pipe (FRP) that meets UL 971 standards for fuel lines running from the Boiler Plant to bldg. 90 a total of (approx. 785'). One or more of the items under this acquisition is subject to Free Trade Agreements. The Government intends to award a firm-fixed-price contract. This opportunity is available only to contractors under the Set-Aside program. The solicitation will be a 100% set-aside for SERVICE DISABLED VETERAN OWNED SMALL BUSINESS in accordance with 38 U.S.C. & 8127, for the Department of Veteran Affairs, "Service-disabled veteran-owned small business concern". The method of procurement shall be "Invitation for Bid" conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures therein. Magnitude of Construction is expected to be between $25,000 to $100,000. The NAICS code is 237120. The period of performance shall be 90 calendar days from the receipt of Notice to Proceed. This notice is a synopsis not a request for competitive offers as such the determination by the Government not to compete the proposed procurement is solely within the discretion of the Government.
