Description
NASA/GSFC/Wallops Flight Facility (WFF) has a requirement for a NetAcquire Data Processing System which combines three key technologies: hardware input/output interface modules, real-time data processing, and high-speed networking.The system provides interfaces between analog, digital, and PCM serial signals and interconnected data analysis and display systems. The NetAcquire Data Processing System is designed for autonomous operation.It also has a modular network interface hardware that allows remote communication over almost any type of network.In addition, WFF has a requirement for a NetAcquire Data Recorder which is a high-capacity portable signal recording option that includes integrated playback capability acquiring serial, analog, and digital data signals at selectable speeds, and stores data on an internal high-capacity solid-state disk or hard disk. System supports continuous gap-free signal recording from days to years. Meta-data is automatically stored with each recording, including arbitrary user-specified information (i.e., recording name, description of test, setup parameters, etc.).In addition to a raw binary recording format, IRIG recording format is supported to produce standards-compliant, vendor-neutral recording data files. When system is connected to an Ethernet network, archived data files are available to any computer on network using FTP. Flexible interactive controls allow start, stop, pause, and random-access of recordings. Auto-restart at end-of-data is supported. During playback, multiple data channels are automatically kept in time alignment with each other and optionally synchronized to an external IRIG time reference. NetAcquire Data Recorder includes data time-stamping and is available from internal NetAcquire hardware clock, an external network time server, or an optional GPS or IRIG time source. NetAcquire architecture includes distributed time synchronization capability. NetAcquire uses configurable time sources to maintain highly accurate and synchronized clock. Network time protocols supported for distributed time synchronization include Simple Network Time Protocol and Precision Time Protocol. Time protocol incorporates sophisticated algorithms to eliminate effects of network delay and jitter. Timing drift of each clock is computed in real-time. If network time server machine becomes unavailable, this local drift is used to continue making corrections to clock until time server connectivity is restored. Timing offset and drift parameters are also stored in non-volatile memory to protect against power failures. NetAcquire time server is also useful for time-synchronizing other network machines, such as Windows PCs and UNIX workstations.This system will serve as a front-end functionality for the new Advanced Mission Graphics system processing and converting real-time telemetry, recording data among system components and for visualizations in real-time in the WFF Range Control Center. Use of any other system would not be compatible with the current design; which would result in duplication of cost for the Government. NASA/GSFC/WFF intends to purchase the items from NetAcquire Corporation in accordance with 6.302-1(a)(1) 10 U.S.C.2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 27, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
