Description
The US Geological Survey (USGS) has a requirement for QCoHerent Inc., The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to QCoHerent Inc., unless it is contacted by any vendor who believes they obtained similar technical expertise and can provide the same service Vendors are invited to contact the Contract Specialist, Wesley Harris (wharris@usgs.gov) no later than 12:00 PM EST, Friday, July 20, 2012 with an affirmative answer. The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contract Specialist attests all appropriate signatures have been obtained. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractors unique qualifications: The requiring program office is the National Geospatial Technical Operations Center (NGTOC). The required software must meet evaluation requirements for quality control/quality assurance of LiDAR Las data, provide limited capability to edit LiDAR products, and enable or help enable checks that will evaluate characteristics of point cloud, classified point cloud, breaklines, and bare-earth DEMs. New specifications for the acquisition and processing of LiDAR data have driven requirements to expand what NGTOC evaluates in delivered datasets to ensure that the USGS and its partners are receiving the deliverables for which they have contracted. The LP360 software enables more than 20 new checks, and improves the efficiency and fidelity of more than 10 checks currently performed with less optimal tools. These new capabilities address requirements for evaluating point cloud, classified point cloud, breaklines, and bare-earth DEMs. Initial capability for LP360 was purchased in FY 2011; workload and additional programmatic requirements in FY 2012 and beyond require additional licenses which will assist NGTOC operations and commercial partnerships personnel tasked with quality determinations for contractor data, allowing for faster and more uniform flow of LiDAR data through the QA process. A license for LP360 Advanced is now needed as well to meet research requirements for hydrographic feature extraction from LiDAR datasets and automatic classification of LiDAR point clouds. The lack of such an update would leave the Government at a substantial risk and unable to integrate workload requirements beyond 2012. Efforts to identify software available to perform the required functions included web research, conference attendance, and interaction with colleagues both inside and outside the USGS. From what we have learned through these activities, LP360 is the only software that provides the suite of capabilities we need as an ArcMap extension. The current request leverages the initial investment in this software made in FY 2011. The market research was on going.
